| 2 | | WHEREAS, The United States faces a student debt crisis |
| 3 | | with Americans owing more than $1.7 trillion in student loans, |
| 4 | | which is more than a 100 percent increase over the last decade; |
| 5 | | and
|
| 6 | | WHEREAS, For-profit borrowers default at twice the rate of |
| 7 | | public two-year borrowers; and |
| 8 | | WHEREAS, For-profit colleges serve less than 8 percent of |
| 9 | | Illinois students yet account for 1.7 times more in defaulted |
| 10 | | loan amounts than all other Illinois public and private |
| 11 | | institutions combined; and |
| 12 | | WHEREAS, 74 of the 78 Illinois programs considered failing |
| 13 | | or near-failing, based on graduate debt-to-earning ratios, are |
| 14 | | at for-profit colleges; and |
| 15 | | WHEREAS, Students of for-profit colleges often have lower |
| 16 | | graduation rates, have lower post-graduation earning |
| 17 | | potentials, and can face challenges in transferring credits to |
| 18 | | other institutions; and
|
| 19 | | WHEREAS, 99 percent of students' fraud claims concern |
| 20 | | for-profit colleges; and
|
|

| 1 | | WHEREAS, For-profit college executives are duty bound to |
| 2 | | act in the interest of ownership; and
|
| 3 | | WHEREAS, In fiscal year 2019, 3,000 Monetary Award Program |
| 4 | | (MAP) grants were used at for-profit colleges in Illinois; |
| 5 | | however, the same appropriation could have funded not only |
| 6 | | these students' education at community college but an |
| 7 | | additional 5,600 students as well; and
|
| 8 | | WHEREAS, The goal of MAP is to provide grant assistance to |
| 9 | | eligible Illinois students demonstrating financial need to |
| 10 | | help make college more affordable, and the average cost of |
| 11 | | higher education at Illinois' for-profit colleges is nearly |
| 12 | | twice as much compared to public universities for Illinois' |
| 13 | | lowest-income students; therefore, be it
|
| 14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 15 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 16 | | we urge prospective Illinois students to attend public and |
| 17 | | nonprofit colleges and universities so that they can |
| 18 | | experience manageable debts, greater career earnings, and |
| 19 | | stronger returns on their investment in a higher education; |
| 20 | | and be it further

| 21 | | RESOLVED, That we urge the General Assembly to use |
