HOUSE RESOLUTION

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Rules of the House of Representatives of the 102nd General Assembly are amended by changing Rule 49.5.

(House Rule 49.5)

49.5. Remote Participation and Voting in Session.

(a) On any session day through December 31, 2021 after May 31, 2021 and before the first day of fall veto session in 2021, the House may adopt a motion to allow members to remotely participate and vote in session on any matter before the House that day, provided that at all times a quorum of members is physically present at the location of session. Members participating remotely shall be added to quorum roll call of the House by the Clerk and considered present and in attendance at the session for all purposes under these Rules; provided that the members shall not be entitled to per diem expense reimbursements unless they appear in person before the Clerk or the Clerk's designee after the quorum roll call but prior to the close of the Clerk's Office for the day. Action taken by a member who is participating remotely shall have the same legal effect as if the member were physically present when the action is taken.

(b) While a record vote is being taken, the Presiding Officer shall direct the Clerk to call the names of those members participating remotely and each such member shall announce his or her vote to be recorded.

(c) The Speaker may establish additional procedures for remote participation or voting under this Section.
