| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Children and youth learn best when they are | ||||||
| 3 | healthy, supported, and receive an education that enables them | ||||||
| 4 | to thrive academically, socially, and emotionally; and
| ||||||
| 5 | WHEREAS, Schools can more effectively ensure that all | ||||||
| 6 | students are able to learn when they meet the needs of the | ||||||
| 7 | whole child and provide integrated, multitiered supports; and
| ||||||
| 8 | WHEREAS, Children's mental health is directly linked to | ||||||
| 9 | their learning and development, and the learning environment | ||||||
| 10 | provides an optimal context to promote good mental health | ||||||
| 11 | through connectedness within the school and community; and
| ||||||
| 12 | WHEREAS, Sound psychological principles are integral to | ||||||
| 13 | instruction and learning, school safety, social and emotional | ||||||
| 14 | development, prevention, early intervention, and support of | ||||||
| 15 | culturally diverse student populations; and
| ||||||
| 16 | WHEREAS, School psychology has more than 60 years of well | ||||||
| 17 | established, widely recognized, and highly effective practices | ||||||
| 18 | and standards that are clearly articulated in the Model for | ||||||
| 19 | Comprehensive and Integrated School Psychological Services by | ||||||
| 20 | the National Association of School Psychologists; and
| ||||||

| 1 | WHEREAS, School psychologists are specially trained to | ||||||
| 2 | foster and deliver, in the school and community, a continuum | ||||||
| 3 | of mental health services and academic supports that lower | ||||||
| 4 | barriers to teaching and learning; and
| ||||||
| 5 | WHEREAS, School psychologists help children thrive by | ||||||
| 6 | nurturing their individual strengths across both personal and | ||||||
| 7 | academic endeavors; and
| ||||||
| 8 | WHEREAS, School psychologists are trained to assess | ||||||
| 9 | student and school-based barriers to learning and individual | ||||||
| 10 | strengths, utilize data-based decision-making, implement | ||||||
| 11 | research-driven prevention and intervention strategies, and | ||||||
| 12 | evaluate outcomes and improve accountability; and
| ||||||
| 13 | WHEREAS, The State of Illinois should recognize the vital | ||||||
| 14 | role that school psychologists play in the personal and | ||||||
| 15 | academic development of our State's children; therefore, be it
| ||||||
| 16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 17 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 18 | we declare November 8 to November 12, 2021 as School | ||||||
| 19 | Psychology Awareness Week in the State of Illinois; and be it | ||||||
| 20 | further

| 21 | RESOLVED, That a suitable copy of this resolution be | ||||||

| 1 | presented to the Illinois School Psychologists Association | ||||||
| 2 | with our sincere appreciation for their efforts.
