HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to commend Barbara McDonald for her many years of dedicated service to the citizens of the State of Illinois and for her great dedication to the cause of equal opportunities for all; and

WHEREAS, Barbara McDonald has been employed with the State of Illinois for 22 years; she currently works for the Illinois Department of Central Management Services (CMS) Bureau of Personnel where she has held the title of human resources specialist with the Diversity Enrichment Program; she has assisted hiring agencies, boards, and commissions with their recruitment needs; she has also conducted career counseling services for thousands of candidates seeking employment opportunities with state government; her outreach, recruitment, and career counseling services have resulted in several hundred candidates being hired; she has assisted legislators in coordinating targeted outreach and recruitment events for their constituents and community members; and

WHEREAS, In addition to her service at CMS, Barbara McDonald was employed with the Illinois Department of Human Services (DHS) for five years; during her tenure at DHS, she worked for one year as a human services caseworker within a local office assisting clients with employment and training activities to aid them in obtaining gainful employment; she was promoted to a human resources representative with the Bureau of Personnel where she worked for four years; she supported hiring agencies, boards, and commissions with processing employee transactions for several thousand employees to meet payroll deadlines; and

WHEREAS, Barbara McDonald has been a member of numerous state and community organizations, including the Americans with Disabilities Act (ADA) Committee, through which she helps plan and conduct hiring events for persons with disabilities; she served on the Interagency Committee on Employees with Disabilities (ICED) to help recruit people with disabilities through outreach, recruitment, and annual conferences; and

WHEREAS, Barbara McDonald has been the recipient of numerous awards for her community service, including receiving recognition from the Illinois Association of Minorities in Government (IAMG), the WIOA (Workforce Innovation and Opportunity Act) Partners for aiding in passing the Act which is designed to help people with significant barriers achieve gainful employment and to help employers hire and retain skilled workers, and the Chicago Citywide Literacy Coalition (CCLC) for conducting employment workshops on navigating the State of Illinois employment process; she received a recognition certificate from the Global Executive Council (GEC) for help in providing outreach and recruitment assistance to Asian communities to help improve new hires with state government; following intensive state training and development, she successfully became a rapid results consultant to assist state government in conducting work tasks more efficiently and effectively; and

WHEREAS, Barbara McDonald serves as a model of hard work, integrity, and dedication for the people of the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we commend Barbara McDonald for her many years of dedicated service to the citizens of the State of Illinois and wish her continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Barbara McDonald as a symbol of our esteem and respect.
