| 2 | | WHEREAS, Many public and private colleges and universities |
| 3 | | across the country have frozen or lowered tuition and fees in |
| 4 | | recent academic years in order to attract and retain students |
| 5 | | in the middle of a historic health crisis; and
|
| 6 | | WHEREAS, Tuition freezing has been important in light of |
| 7 | | the adverse impacts the coronavirus has had on students and |
| 8 | | their families; and
|
| 9 | | WHEREAS, During the pandemic, students have faced a host |
| 10 | | of devastating setbacks, including losing jobs that help them |
| 11 | | pay for school, dealing with feelings of isolation and |
| 12 | | loneliness, and experiencing the loss of family and friends to |
| 13 | | COVID-19; and
|
| 14 | | WHEREAS, Despite many major U.S. colleges and universities |
| 15 | | freezing tuition, the average tuition price has nonetheless |
| 16 | | increased across public and private, two-year and four-year |
| 17 | | institutions, as detailed in the College Board's Trends in |
| 18 | | College Pricing and Student Aid 2021 report; the nonprofit's |
| 19 | | annual report pulls from the latest available data on tuition |
| 20 | | and fees, net college costs, student federal aid, education |
| 21 | | borrowing and student loan debt, state and federal higher |
| 22 | | education funding, and more; and
|

| 1 | | WHEREAS, For the 2021-2022 school year, the average |
| 2 | | published tuition and fees for full-time undergraduate |
| 3 | | students for public four-year in-state was $10,740, an |
| 4 | | increase of $170 from 2020-2021 or 1.6% before adjusting for |
| 5 | | inflation; for public four-year out-of-state, it was $27,560, |
| 6 | | an increase of $410 or 1.5% before adjusting for inflation; |
| 7 | | for public two-year in-district, it was $3,800, an increase of |
| 8 | | $50 or 1.3% before adjusting for inflation; for private |
| 9 | | nonprofit four-year, it was $38,070, an increase of $800 or |
| 10 | | 2.1% before adjusting for inflation; and
|
| 11 | | WHEREAS, Increasing tuition costs as students grapple with |
| 12 | | the repercussions of a global pandemic may make higher |
| 13 | | education financially unfeasible for many; therefore, be it
|
| 14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 15 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 16 | | we urge all public and private colleges and universities in |
| 17 | | Illinois to freeze tuition costs during the entire length of |
| 18 | | the COVID-19 pandemic; and be it further
|
| 19 | | RESOLVED, That suitable copies of this resolution be |
| 20 | | delivered to Governor JB Pritzker, House Speaker Emanuel |
| 21 | | "Chris" Welch, Senate President Don Harmon, and Chair John |
| 22 | | Atkinson of the Illinois Board of Higher Education.
