HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Rincon Family Services on the occasion of the 50th anniversary of its founding; and

WHEREAS, Rincon Family Services was originally founded in 1972 by Rafael "Paloma" Rios through a clinic called El Rincon; a 501 (c)(3) not-for-profit organization, it was established by community residents and individuals recovering from substance use on the west side of Chicago, one of the first Latino-focused substance use treatment centers; and

WHEREAS, In 2011, El Rincon became Rincon Family Services as a result of the awareness that substance abuse can have a domino effect on families; in the last five years, it has added seven new programs that engage children, teenagers, and parents with effective methods of treating and preventing addictive behaviors; and

WHEREAS, Rincon Family Services's mission is to render compassionate and effective programs that promote the quality of life by serving as a catalyst for advocacy, education, and empowerment of individuals and their families; the organization has expanded its mission to address the needs of the larger community by providing counseling, case management, prevention, and treatment across Chicagoland; and

WHEREAS, Rincon Family Services celebrated the official incorporation of Youth Service Project (YSP) as a division of Rincon Family Services in 2017, and the united missions of the agencies combine to bring more comprehensive programs to the community with an increased focus on youth and their families; and

WHEREAS, Rincon Family Services launched Operation Counting Lives, Saving Lives in response to the unprecedented COVID-19 pandemic, which was a multi-faceted grassroots campaign that deployed teams of staff and volunteers to serve as essential and front-line workers distributing hand sanitizer, masks, gloves, and other equipment to the most vulnerable members of the community while working to explain the importance of being counted in the 2020 census; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Rincon Family Services and its leadership, President and CEO Eddy Borrayo, Chairman of the Board Milton Rodriguez, and Chair Emeritus Hilda Frontany, on the 50th anniversary of its founding, and we wish the organization many more successful years; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Rincon Family Services as a symbol of our respect and esteem.
