HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to commend and congratulate Marta Lockwood for her many contributions to her students and the State of Illinois; and

WHEREAS, The Association of Family, Career and Community Leaders of America (FCCLA) is a national student organization that helps young men and women become better leaders in their families, careers, and communities; and

WHEREAS, Students learn skills for life, including planning, goal setting, problem solving, decision making, and interpersonal communication; FCCLA is the only student organization with the family as its central focus; members have the opportunity to demonstrate leadership skills through participating in proficiency events, showcasing community service projects, exploring careers, attending educational sessions, and serving as an elected officer; and

WHEREAS, Marta Lockwood started teaching Family and Consumer Science at Sullivan High School in the fall of 1987; she has advised four state officers and numerous state and national STAR event winners; she has received numerous local awards and award nominations for Excellence in Teaching; and

WHEREAS, Marta Lockwood was contacted by the Illinois FCCLA to work alongside Norma Gill, the FCCLA Executive Director at the time who was nearing retirement; she agreed and then served as the FCCLA State Competitive Events Coordinator from 1993 to 1998 and then as the Leadership Consultant for Illinois FCCLA from 1998 to 2001; and

WHEREAS, After eight years of on-the-job training, Marta Lockwood was hired to replace Norma Gill as Executive Director of Illinois FCCLA in the Fall of 2001; she began serving as the Illinois FCCLA Executive Director part time during her 15th and final year in the classroom as a Family and Consumer Science teacher at Sullivan High School; she started as the full-time Illinois FCCLA Executive Director in June 2002; and

WHEREAS, Marta Lockwood became a leader for the National FCCLA State Advisors team and served as the Lead Coordinator for the National FCCLA Parliamentary Procedure STAR event and the FCCLA Knowledge Bowl; she was named the National FCCLA State Adviser of the Year in 2005; and

WHEREAS, Closer to home, Marta Lockwood has served as the Secretary-Treasurer and Chairperson for the Illinois Coordinating Council for Career and Technical Student Organizations (ICCCTSO) and became the Director for the annual ICCCTSO Seminar four years ago; and

WHEREAS, Marta Lockwood's leadership has been vital to the success of the Illinois FCCLA, the National FCCLA, and the ICCCTSO, which has prompted the establishment of the Marta Lockwood FCCLA Leadership Scholarship; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we commend and congratulate Marta Lockwood for her many contributions to her students and the State of Illinois; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Marta Lockwood as an expression of our esteem and respect.
