| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Domestic violence is prevalent in every community | ||||||
| 3 | and affects all people regardless of age,
socio-economic | ||||||
| 4 | status, sexual orientation, gender, race, religion, or | ||||||
| 5 | nationality; domestic
violence may take various forms and | ||||||
| 6 | include physical violence, sexual violence, emotional
abuse, | ||||||
| 7 | financial abuse, and controlling behavior; on a typical day, | ||||||
| 8 | there are more than 20,000
phone calls placed to domestic | ||||||
| 9 | violence hotlines nationwide; and
| ||||||
| 10 | WHEREAS, The devastating consequences of domestic violence | ||||||
| 11 | affect every person within a home and can
have long-lasting or | ||||||
| 12 | lifetime negative effects; and
| ||||||
| 13 | WHEREAS, Preventing domestic violence and supporting | ||||||
| 14 | survivors is a priority for the Illinois General
Assembly; and | ||||||
| 15 | WHEREAS, The Hope Card system was established in Public | ||||||
| 16 | Act 102-0481, with an effective date of
January 1, 2022, to | ||||||
| 17 | amend the Illinois Domestic Violence Act of 1986 to allow | ||||||
| 18 | people
protected under an order of protection to have a | ||||||
| 19 | convenient and durable way to carry the
information on their | ||||||
| 20 | Order of Protection with them; and | ||||||
| 21 | WHEREAS, A Hope Card is a laminated card similar in size to | ||||||
| |||||||
| |||||||
| 1 | a driver's license, containing information on
the order of | ||||||
| 2 | protection, including the case number, active dates, and a | ||||||
| 3 | photograph of the
respondent; these laminated cards are far | ||||||
| 4 | less likely to degrade over time and are much more
convenient | ||||||
| 5 | for victims of domestic violence; and | ||||||
| 6 | WHEREAS, The Hope Card system will also allow those | ||||||
| 7 | protected under an order of protection to have
something | ||||||
| 8 | simple to give employers, administrators of a child's school, | ||||||
| 9 | or anyone who may
need to be aware of the protective order; and
| ||||||
| 10 | WHEREAS, Multiple other states have implemented Hope
Card | ||||||
| 11 | programs, including Montana, Idaho, Indiana, and Virginia; and
| ||||||
| 12 | WHEREAS, The Hope Card legislation passed unanimously in | ||||||
| 13 | the Illinois State Legislature in the spring of 2021
and was | ||||||
| 14 | approved by the Governor on August 20, 2021; the effective | ||||||
| 15 | date of the public act
is January 1, 2022; and
| ||||||
| 16 | WHEREAS, The Illinois Supreme Court has not yet | ||||||
| 17 | implemented the Hope Card program in Illinois; therefore, be | ||||||
| 18 | it
| ||||||
| 19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 20 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 21 | we urge the Administrative Office of the
Illinois Courts and | ||||||
| |||||||
| |||||||
| 1 | the Illinois Supreme Court to immediately start this important | ||||||
| 2 | program to support
victims of domestic violence and allow | ||||||
| 3 | people protected under an order of protection to have a
| ||||||
| 4 | convenient and durable way to carry the information on their | ||||||
| 5 | Order of Protection with them; and be it further
| ||||||
| 6 | RESOLVED, That suitable copies of this resolution be | ||||||
| 7 | delivered to the Administrative Office of the
Illinois Courts | ||||||
| 8 | and the Illinois Supreme Court.
