SYNOPSIS AS INTRODUCED:

Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to implement the Illinois College Promise program to provide grant assistance to those students who satisfy the eligibility requirements of the program. Provides that to be eligible for grant assistance, a student must: (i) be a resident of Illinois, and his or her parents must be residents of Illinois, (ii) have attended and graduated from an Illinois high school, (iii) be under 24 years of age and admitted as a new freshman or new transfer student, (iv) have an expected family contribution as determined through FAFSA that equals $0, (v) have total family assets that are less than $50,000, and (vi) be enrolled in a least 12 semester hours during the fall or spring semester. Provides that grant assistance is available for up to 4 years of attendance. Requires the grant recipient to maintain Illinois residency and satisfactory academic progress, and to work at least 10 to 12 hours a week as part of the promise program.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 120 as follows:

(110 ILCS 305/120 new)

Sec. 120. Illinois College Promise program.

(a) The Board of Trustees shall implement and administer the Illinois College Promise program to provide grant assistance to those students who satisfy the following eligibility requirements:

(1) The student and his or her parents or guardian are residents of the State of Illinois.

(2) The student attended and graduated from an Illinois high school.

(3) The student is under 24 years of age and is admitted as a new freshman or new transfer student.

(4) The student's Expected Family Contribution (EFC) determined through the Free Application for Federal Student Aid equals $0.

(5) The student's total family assets must be less than $50,000.

(6) The student must be enrolled in a least 12 semester hours during the fall or spring semester.

(b) Students applying for a grant shall complete the Illinois College Promise grant application in their initial year of enrollment. Students shall complete the Free Application for Federal Student Aid each academic year in which they seek to receive a grant.

(c) Grant recipients shall work approximately 10 to 12 hours per week.

(d) Grant assistance through the Illinois College Promise program is available to an eligible student for up to 4 years of attendance. To continue to receive a grant, an eligible student must maintain Illinois residency, as well as satisfactory academic progress as determined by rules adopted by the Board of Trustees.

Section 10. The Southern Illinois University Management Act is amended by adding Section 100 as follows:
