1    AN ACT concerning education.

 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly: 





 
 
4    Section 5. The School Code is amended  by adding Sections 
52-3.182, 10-20.75, and 34-18.67 as follows:
 
6    (105 ILCS 5/2-3.182 new)
7    Sec. 2-3.182. Annual census of personnel holding school 
8support personnel endorsements.
9    (a) In this Section: 
10    "School support personnel endorsement" means an 
11endorsement affixed to a Professional Educator License as 
12referenced in subparagraph (G) of paragraph (2) of Section 
1321B-25 of this Code.
14    "Special education joint agreement" means an entity formed 
15pursuant to Section 10-22.31 of this Code. 
16    (b) No later than December 1, 2023 and each December 1st 
17annually thereafter, the State Board of Education must make 
18available on its website the following information for each 
19school district as of October 1st of each year beginning in 
202022:
21        (1) The total number of personnel with a school 
22    support personnel endorsement and, for each endorsement 
23    area:

1            (A) those actively employed on a full-time basis 
2        by the school district;
3            (B) those actively employed on a part-time basis 
4        by the school district; and
5            (C) those actively employed by a special education 
6        joint agreement providing services to students in the 
7        school district.
8        (2) The total number of students enrolled in the 
9    school district and, of that total, the number of students 
10    with an individualized education program or a plan 
11    pursuant to Section 504 of the federal Rehabilitation Act 
12    of 1973. 
 
13    (105 ILCS 5/10-20.75 new)
14    Sec. 10-20.75. School support personnel reporting. No 
15later than December 1, 2022 and each December 1st annually 
16thereafter, each school district must report to the State 
17Board of Education the information with regard to the school 
18district as of October 1st of each year beginning in 2022 as 
19described in subsection (b) of Section 2-3.182 of this Code 
20and must make that information available on its website.
 
21    (105 ILCS 5/34-18.67 new)
22    Sec. 34-18.67. School support personnel reporting. No 
23later than December 1, 2022 and each December 1st annually 
24thereafter, the school district must report to the State Board
