AMENDMENT TO SENATE BILL 820

2    AMENDMENT NO. ______. Amend Senate Bill 820 as follows:
 
3on page 10, line 11, after "Act," by inserting "if the student
4meets the institution of higher learning's dual credit
5placement standards,"; and
 
6on page 22, immediately below line 8, by inserting the
7following:
 
8    "Section 7. The Developmental Education Reform Act is
9amended by changing Section 100-30 as follows:
 
10    (110 ILCS 175/100-30)
11    Sec. 100-30. Institutional plans; report.
12    (a) On or before May 1, 2022, each university shall submit
13to the Board of Higher Education and each community college
14shall submit to the Illinois Community College Board its

1institutional plan for scaling evidence-based developmental
2education reforms to maximize the probability that a student
3will be placed in and successfully complete introductory
4college-level English language or mathematics coursework
5within 2 semesters at the institution. At a minimum, a plan
6submitted by an institution shall include all of the
7following:
8        (1) A description of the current developmental
9    education models offered by the institution. If the
10    institution does not currently offer developmental
11    education coursework, it must provide details regarding
12    its decision not to offer developmental education
13    coursework and the pathways that are available to students
14    deemed to be insufficiently prepared for introductory
15    college-level English language or mathematics coursework.
16        (2) A description of the developmental education
17    models that will be implemented and scaled and the basis
18    of the evidence and associated data that the institution
19    considered in making the decision to scale each model.
20        (3) Baseline data and benchmarks for progress,
21    including, but not limited to, (i) enrollment in
22    credit-bearing English language or mathematics courses,
23    (ii) rates of successful completion of introductory
24    college-level English language or mathematics courses, and
25    (iii) college-credit accumulation.
26        (4) Detailed plans for scaling reforms and improving

1    outcomes for all students placed in traditional
2    developmental education models or models with comparable
3    introductory college-level course completion rates. The
4    plan shall provide details about the expected improvements
5    in educational outcomes for Black students as result of
6    the proposed reforms.
7    (b) On or before February January 1, 2023 and every 2 years
8thereafter, the Board of Higher Education and Illinois
9Community College Board shall collect data and report to the
10General Assembly and the public the status of developmental
11education reforms at institutions. The report must include
12data on the progress of the developmental education reforms,
13including, but not limited to, (i) enrollment in
14credit-bearing English language or mathematics courses, (ii)
15rates of successful completion of introductory college-level
16English language or mathematics courses, and (iii)
17college-credit accumulation. The data should be disaggregated
18by gender, race and ethnicity, federal Pell Grant status, and
19other variables of interest to the Board of Higher Education
20and the Illinois Community College Board.
21    (c) On or before January 1, 2024 and every 2 years
22thereafter, the Board of Higher Education and Illinois
23Community College Board, in consultation with institutions of
24higher education and other stakeholders, shall consider
25additional data reporting requirements to facilitate the
26rigorous and continuous evaluation of each institution's

1implementation plan and its impact on improving outcomes for
2students in developmental education, particularly for Black
3students.

5    Section 8. The Board of Higher Education Act is amended by
6changing Section 9.40 as follows:
 
7    (110 ILCS 205/9.40)
8    Sec. 9.40. Review of university admission coursework.
9    (a) On or before September May 1, 2021 and as needed
10thereafter, the Board of Higher Education shall compile a
11review that identifies, for each public university in this
12State, all courses the university will require or recommend a
13high school student take to be admitted to the university as an
14undergraduate student for the following school year. The
15review shall also include any required coursework or
16recommended coursework for a undergraduate admission into a
17specific academic major, college, or department of the
18university for the following school year. In order to allow
19public school districts sufficient time to fulfill their
20obligations under subsection (c) of Section 2-3.183 of the
21School Code, the review must also identify any new courses
22that each public university in this State will add to the
23review the following year. No new required or recommended
24coursework may be added to a review that has not been

1identified in the previous year's review.
2    (b) The Board of Higher Education shall make the review
3compiled under subsection (a) available to the public on its
4Internet website.
5    (c) The Board of Higher Education may adopt any rules
6necessary to implement this Section.

11becoming law.".
