2    AMENDMENT NO. ______. Amend Senate Bill 931 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois South Asian American Advisory
5Council Act is amended by changing Section 1, 5, 10, 15, 20,
6and 25 as follows:

1    Sec. 5. Definitions. As used in this Act:
2    "South Asian" "Indian" means a person descended from any
3of the countries of the South Asian subcontinent that are not
4primarily Muslim in character, including India, Bhutan, Nepal,
5and Sri Lanka.
6    "Council" means the Illinois South Asian Indian American
7Advisory Council created by this Act.

12    Sec. 10. Illinois South Asian Indian American Advisory
13Council. There is hereby created the Illinois South Asian
14Indian American Advisory Council. The purpose of the Council
15is to advise the Governor and the General Assembly on policy
16issues impacting South Asian Indian Americans and immigrants;
17to advance the role and civic participation of South Asian
18Indian Americans in this State; to enhance trade and
19cooperation between South Asian Indian-majority countries and
20this State; and, in cooperation with State agencies, boards,
21and commissions, to build relationships with and disseminate
22information to South Asian Indian American and immigrant
23communities across this State.

4    Sec. 15. Council members.
5    (a) The Council shall consist of 21 voting members. The
6Governor shall appoint one voting member, who shall act as the
7chairperson of the Council and serve as the representative of
8the Office of the Governor. The Governor, the President of the
9Senate, the Speaker of the House of Representatives, the
10Minority Leader of the Senate, and the Minority Leader of the
11House of Representatives shall each appoint 4 members of the
12public to the Council, who shall also serve as voting members.
13    (b) Appointing authorities shall ensure, to the maximum
14extent practicable, that the Council is diverse with respect
15to race, ethnicity, age, gender, faith, sexual orientation,
16language, country of origin, and geography.
17    (c) Appointments to the Council shall be persons of
18recognized ability and experience in one or more of the
19following areas: higher education, business, international
20trade, law, social services, human services, immigration,
21refugee services, community development, or health care.
22    (d) Appointed members of the Council shall serve 2-year
23terms. A member shall serve until his or her successor shall be
24appointed. Members of the Council shall not be entitled to
25compensation for their services as members.
26    (e) The following officials shall serve as ex officio,

1nonvoting members of the Council: the Deputy Director of the
2Office of Trade and Investment within the Department of
3Commerce and Economic Opportunity, or his or her designee, and
4the Chief of the Bureau of Refugee and Immigrant Services
5within the Department of Human Services, or his or her
6designee.
7    The following State agencies shall also each appoint a
8liaison to serve as an ex officio, nonvoting member members of
9the Council: the Department of Commerce and Economic
10Opportunity, the Department of Financial and Professional
11Regulation, the Department of Human Services, the Department
12on Aging, the Department of Children and Family Services, the
13Department of Healthcare and Family Services, the Department
14of Public Health, the Department of Central Management
15Services, the Illinois State Board of Education, the Illinois
16Board of Higher Education, and the Illinois Community College
17Board.
18    (f) The Council may establish committees that address
19certain issues, including, but not limited to, communications,
20economic development, and legislative affairs.
21    (g) The Office of the Governor shall provide
22administrative and technical support to the Council, including
23a staff member to serve as ethics officer.

3    Sec. 20. Meetings. The Council shall meet at least once
4per each calendar quarter. In addition, the Council may hold
5up to 2 public hearings annually to assist in the development
6of policy recommendations to the Governor and the General
7Assembly. All meetings of the Council shall be conducted in
8accordance with the Open Meetings Act. Eleven members of the
9Council shall constitute a quorum.

14    Sec. 25. Reports.
15    (a) The Council shall issue semi-annual reports on its
16policy recommendations to the Governor and the General
17Assembly by June 30th and December 31st of each year.
18    (b) The reports on policy recommendations shall focus on,
19but are not limited to, the following: (i) policy issues
20impacting South Asian Indian Americans and immigrants; (ii)
21advancement of the role and civic participation of South Asian
22Indian Americans in this State; (iii) enhancement of trade and
23cooperation between South Asian Indian-majority countries and
24this State; and (iv) building relationships with and
25disseminating information to, in cooperation with State

4    Section 99. Effective date. This Act takes effect January
51, 2023.".
