Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall conduct at least one workshop and issue a report examining the ability of competitive energy markets to reduce total costs for Illinois consumers and encourage merchant investment through combinations of supply and demand-side management options. Provides that the report shall be submitted to the Governor and the General Assembly, as well as posted on the Internet website of the Commission, on or before March 1, 2022. Provides for repeal of the provisions on October 1, 2022. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Public Utilities Act is amended by adding |
5 | | Section 4-604 as follows: |
6 | | (220 ILCS 5/4-604 new) |
7 | | Sec. 4-604. Competitive energy markets costs. The Illinois |
8 | | Commerce Commission shall conduct at least one workshop and |
9 | | issue a report examining the ability of competitive energy |
10 | | markets to reduce total costs for Illinois consumers and |
11 | | encourage merchant investment through combinations of supply |
12 | | and demand-side management options. The report under this |
13 | | Section shall be submitted to the Governor and the General |
14 | | Assembly, as well as posted on the Internet website of the |
15 | | Commission, on or before March 1, 2022. This Section is |
16 | | repealed on October 1, 2022.

17 | | Section 99. Effective date. This Act takes effect upon |
18 | | becoming law.
