| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Illinois Lottery Law is amended by |
| 5 | | changing Section 21.13 as follows:
|
| 6 | | (20 ILCS 1605/21.13) |
| 7 | | Sec. 21.13. Scratch-off for Alzheimer's care, support, |
| 8 | | education, and awareness. |
| 9 | | (a) The Department shall offer a special instant |
| 10 | | scratch-off game for the benefit of Alzheimer's care, support, |
| 11 | | education, and awareness. The game shall commence on January |
| 12 | | 1, 2020 or as soon thereafter, at the discretion of the |
| 13 | | Director, as is reasonably practical, and shall be |
| 14 | | discontinued on January 1, 2025 2022. The operation of the |
| 15 | | game shall be governed by this Act and any rules adopted by the |
| 16 | | Department. If any provision of this Section is inconsistent |

| 1 | | with any other provision of this Act, then this Section |
| 2 | | governs. |
| 3 | | (b) The net revenue from the Alzheimer's care, support, |
| 4 | | education, and awareness scratch-off game shall be deposited |
| 5 | | into the Alzheimer's Awareness Fund. |
| 6 | | Moneys received for the purposes of this Section, |
| 7 | | including, without limitation, net revenue from the special |
| 8 | | instant scratch-off game and from gifts, grants, and awards |
| 9 | | from any public or private entity, must be deposited into the |
| 10 | | Fund. Any interest earned on moneys in the Fund must be |
| 11 | | deposited into the Fund. |
| 12 | | For the purposes of this subsection, "net revenue" means |
| 13 | | the total amount for which tickets have been sold less the sum |
| 14 | | of the amount paid out in the prizes and the actual |
| 15 | | administrative expenses of the Department solely related to |
| 16 | | the scratch-off game under this Section. |
| 17 | | (c) During the time that tickets are sold for the |
| 18 | | Alzheimer's care, support, education, and awareness |
| 19 | | scratch-off game, the Department shall not unreasonably |
| 20 | | diminish the efforts devoted to marketing any other instant |
| 21 | | scratch-off lottery game. |
| 22 | | (d) The Department may adopt any rules necessary to |
| 23 | | implement and administer the provisions of this Section.
