SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/10-20.73 new
105 ILCS 5/34-18.67 new

    Amends the School Code. Requires each member of a school board and the district superintendent to complete a course of instruction approved by the State Board of Education regarding the adoption and administration of a trauma-informed school standard on an annual basis. Provides that the required training shall focus on (i) the recognition of and care for trauma in students and educators, (ii) the relationship between educator wellness and student learning, (iii) the effect of trauma on student behavior and learning, (iv) the prevalence of trauma among students, including the prevalence of trauma among student populations at higher risk of experiencing trauma, and (v) the effects of implicit or explicit bias on recognizing trauma among various racial or ethnic groups of students. Sets forth other provisions concerning the course of instruction. By no later than December 1, 2021, requires the State Board of Education to approve one or more courses of instruction that satisfy the training requirements. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Sections
510-20.73 and 34-18.67 as follows:
 
6    (105 ILCS 5/10-20.73 new)
7    Sec. 10-20.73. Training for a trauma-informed school
8standard.
9    (a) Each member of a school board and the district
10superintendent must complete a course of instruction approved
11by the State Board of Education regarding the adoption and
12administration of a trauma-informed school standard. A course
13required under this Section must be completed on an annual
14basis.
15    (b) A course of instruction as described in subsection (a)
16must provide information that is relevant to and within the
17scope of the duties of a school board member and district
18superintendent regarding all of the following:
19        (1) The recognition of and care for trauma in students
20    and educators.
21        (2) The relationship between educator wellness and
22    student learning.
23        (3) The effect of trauma on student behavior and

1    learning.
2        (4) The prevalence of trauma among students, including
3    the prevalence of trauma among student populations at
4    higher risk of experiencing trauma.
5        (5) The effects of implicit or explicit bias on
6    recognizing trauma among various racial or ethnic groups
7    of students.
8        (6) Effective district and school policies and
9    practices that are shown to:
10            (A) prevent and mitigate the negative effect of
11        trauma on student behavior and learning; and
12            (B) support the emotional wellness of educators.
13    (c) A school board shall submit for approval any course of
14instruction identified by the district as satisfying the
15requirements of subsection (b) to the State Board of
16Education.
17    (d) The State Board of Education may approve both
18in-person and online courses of instruction to satisfy the
19requirements of this Section, including courses provided by
20community-based nonprofit organizations with expertise
21concerning trauma-informed school standards.
22    (e) By no later than December 1, 2021, the State Board of
23Education shall approve one or more courses of instruction
24that satisfy the training requirements in accordance with this
25Section.
