| 1 | AN ACT concerning education.
| ||||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||
| 3 | represented in the General Assembly:
| ||||||||||||||||||||||||||
| 4 | Section 5. The School Code is amended by adding Sections | ||||||||||||||||||||||||||
| 5 | 10-20.73 and 34-18.67 as follows: | ||||||||||||||||||||||||||
| 6 | (105 ILCS 5/10-20.73 new) | ||||||||||||||||||||||||||
| 7 | Sec. 10-20.73. Training for a trauma-informed school | ||||||||||||||||||||||||||
| 8 | standard. | ||||||||||||||||||||||||||
| 9 | (a) Each member of a school board and the district | ||||||||||||||||||||||||||
| 10 | superintendent must complete a course of instruction approved | ||||||||||||||||||||||||||
| 11 | by the State Board of Education regarding the adoption and | ||||||||||||||||||||||||||
| 12 | administration of a trauma-informed school standard. A course | ||||||||||||||||||||||||||
| 13 | required under this Section must be completed on an annual | ||||||||||||||||||||||||||
| 14 | basis. | ||||||||||||||||||||||||||
| 15 | (b) A course of instruction as described in subsection (a) | ||||||||||||||||||||||||||
| 16 | must provide information that is relevant to and within the | ||||||||||||||||||||||||||
| 17 | scope of the duties of a school board member and district | ||||||||||||||||||||||||||
| 18 | superintendent regarding all of the following: | ||||||||||||||||||||||||||
| 19 | (1) The recognition of and care for trauma in students | ||||||||||||||||||||||||||
| 20 | and educators. | ||||||||||||||||||||||||||
| 21 | (2) The relationship between educator wellness and | ||||||||||||||||||||||||||
| 22 | student learning. | ||||||||||||||||||||||||||
| 23 | (3) The effect of trauma on student behavior and | ||||||||||||||||||||||||||
| |||||||
| |||||||
| 1 | learning. | ||||||
| 2 | (4) The prevalence of trauma among students, including | ||||||
| 3 | the prevalence of trauma among student populations at | ||||||
| 4 | higher risk of experiencing trauma. | ||||||
| 5 | (5) The effects of implicit or explicit bias on | ||||||
| 6 | recognizing trauma among various racial or ethnic groups | ||||||
| 7 | of students. | ||||||
| 8 | (6) Effective district and school policies and | ||||||
| 9 | practices that are shown to: | ||||||
| 10 | (A) prevent and mitigate the negative effect of | ||||||
| 11 | trauma on student behavior and learning; and | ||||||
| 12 | (B) support the emotional wellness of educators. | ||||||
| 13 | (c) A school board shall submit for approval any course of | ||||||
| 14 | instruction identified by the district as satisfying the | ||||||
| 15 | requirements of subsection (b) to the State Board of | ||||||
| 16 | Education. | ||||||
| 17 | (d) The State Board of Education may approve both | ||||||
| 18 | in-person and online courses of instruction to satisfy the | ||||||
| 19 | requirements of this Section, including courses provided by | ||||||
| 20 | community-based nonprofit organizations with expertise | ||||||
| 21 | concerning trauma-informed school standards. | ||||||
| 22 | (e) By no later than December 1, 2021, the State Board of | ||||||
| 23 | Education shall approve one or more courses of instruction | ||||||
| 24 | that satisfy the training requirements in accordance with this | ||||||
| 25 | Section. | ||||||

| 1 | (105 ILCS 5/34-18.67 new) | ||||||
| 2 | Sec. 34-18.67. Training for a trauma-informed school | ||||||
| 3 | standard. | ||||||
| 4 | (a) Each member of the board and the general | ||||||
| 5 | superintendent of schools must complete a course of | ||||||
| 6 | instruction approved by the State Board of Education regarding | ||||||
| 7 | the adoption and administration of a trauma-informed school | ||||||
| 8 | standard. A course required under this Section must be | ||||||

| 18 | Section 99. Effective date. This Act takes effect upon | ||||||
| 19 | becoming law.
