Creates the Taxpayer Transparency Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available on the General Assembly's Internet website for at least 4 days before final legislative action by the General Assembly prior to presentation to the Governor. Effective immediately.

| 1 | | AN ACT concerning finance.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 1. Short title. This Act may be cited as the |
| 5 | | Taxpayer Transparency Act. |
| 6 | | Section 5. Public availability; General Revenue Fund |
| 7 | | appropriations. A bill making an appropriation from the |
| 8 | | General Revenue Fund may not be considered
for final passage |
| 9 | | by either the House of Representatives or the
Senate unless a |
| 10 | | copy of that bill, in its final form, has been
made |
| 11 | | conveniently available to the public on the General Assembly's |
| 12 | | Internet
website for at least 4 calendar days before final |
| 13 | | legislative action by the General Assembly prior to |
| 14 | | presentation to the Governor. This restriction does not apply |
| 15 | | to amendments or conference committee reports that make only |
| 16 | | technical or non-substantive changes or to supplemental |
| 17 | | appropriations.

| 18 | | Section 99. Effective date. This Act takes effect upon |
| 19 | | becoming law.
