Amends the Department of Veterans' Affairs Act. Requires the Auditor General to conduct a performance audit of the Department of Veterans' Affairs's and the Department of Public Health's management of the 2020 COVID-19 outbreak at the LaSalle Veterans' Home. Provides that the performance audit shall include specified determinations. Provides that the Department of Veterans' Affairs, the Department of Public Health, and any other State agency or other entity or person that may have information relevant to the audit shall cooperate fully and promptly with the Auditor General in the audit. Requires the Auditor General to commence the audit as soon as practical and report its findings and recommendations upon completion in accordance with the Illinois State Auditing Act. Repeals the provisions on December 31, 2021. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Veterans' Affairs Act is |
5 | | amended by adding Section 39 as follows: |
6 | | (20 ILCS 2805/39 new) |
7 | | Sec. 39. Department audit. |
8 | | (a) The Auditor General shall conduct a performance audit |
9 | | of the Department's and the Department of Public Health's |
10 | | management of the 2020 COVID-19 outbreak at the LaSalle |
11 | | Veterans' Home. The performance audit shall include, but shall |
12 | | not be limited to, the following determinations: |
13 | | (1) The responses of the Department and the Department |
14 | | of Public Health to the outbreak of COVID-19 in November |
15 | | and December of 2020. |
16 | | (2) The type, cost, and timing of any infrastructure |
17 | | or other building improvements intended to contain the |
18 | | further spread of COVID-19. |
19 | | (3) The nature of changes made by the Department and |
20 | | the Department of Public Health in operating protocols and |
21 | | staff training thereon intended to contain the further |
22 | | spread of COVID-19 or prevent its reoccurrence. |
