2 | | does not appeal to the new form of market participants who |
3 | | prefer to make purchases on the Internet at their own |
4 | | convenience. |
5 | | It is the intent of the General Assembly to create an |
6 | | Internet program for the sale of lottery tickets to capture |
7 | | this new form of market participant. |
8 | | (b) The Department shall create a program that allows an |
9 | | individual 18 years of age or older to purchase lottery |
10 | | tickets or shares on the Internet without using a Lottery |
11 | | retailer with on-line status, as those terms are defined by |
12 | | rule. The Department shall restrict the sale of lottery |
13 | | tickets on the Internet to transactions initiated and received |
14 | | or otherwise made exclusively within the State of Illinois. |
15 | | The Department shall adopt rules necessary for the |
16 | | administration of this program. These rules shall include, |
17 | | among other things, requirements for marketing of the Lottery |
18 | | to infrequent players, as well as limitations on the purchases |
19 | | that may be made through any one individual's lottery account. |
20 | | The provisions of this Act and the rules adopted under this Act |
21 | | shall apply to the sale of lottery tickets or shares under this |
22 | | program. |
23 | | The Department is obligated to implement the program set |
24 | | forth in this Section and Sections 7.15 and 7.16. The |
25 | | Department may offer Lotto, Lucky Day Lotto, Mega Millions, |
26 | | Powerball, Pick 3, Pick 4, and other draw games that are |

1 | | offered at retail locations , as well as interactive instant |
2 | | win games, through the Internet program. The private manager |
3 | | shall obtain the Director's approval before providing any draw |
4 | | games or commencing the interactive instant win games program. |
5 | | When the Department or the private manager offers interactive |
6 | | instant win games through the Internet pilot program, the |
7 | | Department or the private manager shall make these games |
8 | | available for sale at retail locations by a lottery licensee |
9 | | pursuant to the Department's rules to concurrently enhance the |
10 | | Lottery's revenue growth from retail sales. The Department or |
11 | | the private manager shall offer interactive instant win games |
12 | | through the Internet pilot program only at retail locations |
13 | | for 6 months after the initial launch date. As used in this |
14 | | Section, "interactive instant win game" means a virtual |
15 | | Lottery instant game ticket with specified prize structures |
16 | | and set odds . Any draw game tickets that are approved for sale |
17 | | by lottery licensees are automatically approved for sale |
18 | | through the Internet program. The Department shall maintain |
19 | | responsible gaming controls in its policies. |
20 | | The Department shall authorize the private manager to |
21 | | implement and administer the program pursuant to the |
22 | | management agreement entered into under Section 9.1 and in a |
23 | | manner consistent with the provisions of this Section. If a |
24 | | private manager has not been selected pursuant to Section 9.1 |
25 | | at the time the Department is obligated to implement the |
26 | | program, then the Department shall not proceed with the |

1 | | program until after the selection of the private manager, at |
2 | | which time the Department shall authorize the private manager |
3 | | to implement and administer the program pursuant to the |
4 | | management agreement entered into under Section 9.1 and in a |
5 | | manner consistent with the provisions of this Section. |
6 | | Nothing in this Section shall be construed as prohibiting |
7 | | the Department from implementing and operating a website |
8 | | portal whereby individuals who are 18 years of age or older |
9 | | with an Illinois mailing address may apply to purchase lottery |
10 | | tickets via subscription. Nothing in this Section shall also |
11 | | be construed as prohibiting the Lottery draw game tickets or |
12 | | interactive instant win games authorized for sale through the |
13 | | Internet program under this Section from also continuing to be |
14 | | sold at retail locations by a lottery licensee pursuant to the |
15 | | Department's rules. |
16 | | (c) (Blank). |
17 | | (d) This Section is repealed on July 1, 2022. |
