1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Civil Administrative Code of Illinois is | ||||||
5 | amended by adding Section 5-730 as follows: | ||||||
6 | (20 ILCS 5/5-730 new) | ||||||
7 | Sec. 5-730. Acceptable forms of identification for | ||||||
8 | applications. For applications for services as may be provided | ||||||
9 | by any department created under this Code, an Illinois | ||||||
10 | municipal identification card shall be considered an | ||||||
11 | acceptable secondary form of identification if such | ||||||
12 | identification is required by an applicable department. | ||||||
13 | Nothing in this Section shall be construed as to allow a | ||||||
14 | municipal identification card to be used as an applicant's | ||||||
15 | primary form of identification. For the purposes of this | ||||||
16 | Section, "municipal identification card" means a photo | ||||||
17 | identification card that is issued by an Illinois | ||||||
18 | municipality, as defined under Section 1-1-2 of the Illinois | ||||||
19 | Municipal Code, in accordance with its ordinances or codes | ||||||
20 | that consists of the photo, name, and address of the card | ||||||
21 | holder. | ||||||

2 | adding Section 405-535 as follows: | ||||||
3 | (20 ILCS 405/405-535 new) | ||||||
4 | Sec. 405-535. State building municipal identification card | ||||||
5 | access. Any State-owned building that requires the display of | ||||||
6 | a State-issued identification card for the purpose of gaining | ||||||
7 | access to the premises shall, in addition to other acceptable | ||||||
8 | forms of identification, accept the use of any Illinois | ||||||
9 | municipal identification card as an acceptable form of | ||||||
10 | identification for the purpose of entering the premises. An | ||||||
11 | Illinois municipal
identification card may not be sufficient | ||||||
12 | to access certain secure
areas within the premises and may | ||||||
13 | require additional authorization or identification at the | ||||||
14 | discretion of the premises' security, the Department of
| ||||||
15 | Central Management Services, or the user agency. | ||||||
16 | For the purposes of this Section, "municipal | ||||||
17 | identification card" means a photo identification card that is | ||||||
18 | issued by an Illinois municipality, as defined under Section | ||||||
19 | 1-1-2 of the Illinois Municipal Code, in accordance with its | ||||||
20 | ordinances or codes that consists of the photo, name, and | ||||||
21 | address of the card holder.
