| 3 | | replacing lines 9 and 10 with the following:

| 4 | | "a county board that the circuit court has appointed the |
| 5 | | Attorney General to represent the county board"; and

| 6 | | by replacing line 20, on page 1, through line 4, on page 2, |
| 7 | | with the following:

| 8 | | "If a majority of the county board, by resolution, determines |
| 9 | | that there is a conflict of interest between the State's |
| 10 | | Attorney and the county board, the county board may petition |
| 11 | | the circuit court to either appoint the Attorney General or |
| 12 | | authorize the county board to hire outside legal counsel. The |
| 13 | | appointment or authorization shall be limited to representing |
| 14 | | the county board in civil matters involving the county board, |
| 15 | | and shall be for the duration of the conflict of interest. It |
