7 | | (21) the Chairman of the State Board of Education or |
8 | | his or her designee; |
9 | | (22) the Chairman of the Board of Higher Education or |
10 | | his or her designee; |
11 | | (23) the Chairman of the Illinois Community College |
12 | | Board or his or her designee; and |
13 | | (24) five representatives from organizations offering |
14 | | aid or services to immigrants, appointed by the Governor.

15 | | (c) The Task Force shall convene as soon as practicable |
16 | | after the effective date of this Act, and shall hold at least 6 |
17 | | meetings. Members of the Task Force shall serve without |
18 | | compensation. The Department of Human Services, in |
19 | | consultation with any other State agency relevant to the issue |
20 | | of immigration in this State, shall provide administrative and |
21 | | other support to the Task Force.

22 | | (d) The Task Force shall examine the following issues:
|
23 | | (1) what the State of Illinois is currently doing to |
24 | | proactively help immigrant communities in this State, |
25 | | including whether such persons are receiving help to |
26 | | become citizens, receiving help to become business owners, |

1 | | and receiving aid for educational purposes;
|
2 | | (2) what can the State do going forward to improve |
3 | | relations between the State and immigrant communities in |
4 | | this State;
|
5 | | (3) what is the status of immigrant communities from |
6 | | urban, suburban, and rural areas of this State, and |
7 | | whether adequate support and resources have been provided |
8 | | to these communities;
|
9 | | (4) the extent to which immigrants in this State are |
10 | | being discriminated against;
|
11 | | (5) whether the laws specifically intended to benefit |
12 | | immigrant populations in this State are actually having a |
13 | | beneficial effect; |
14 | | (6) the practices and procedures of the federal |
15 | | Immigration and Customs Enforcement agency within this |
16 | | State; |
17 | | (7) the use and condition of detention centers in this |
18 | | State; |
19 | | (8) all contracts in Illinois entered into with United |
20 | | States Immigration and Customs Enforcement, including |
21 | | contracts with private detention centers, the Illinois |
22 | | State Police, and the Secretary of State's Office, |
23 | | Division of Motor Vehicles; |
24 | | (9) the impact of the COVID-19 pandemic on immigrant |
25 | | communities, including health impact rates,
employment |
26 | | rates, housing, small businesses, and community |

1 | | development; |
2 | | (10) the disbursement of funds received by different |
3 | | agencies that went to immigrant
communities; |
4 | | (11) language access programs and their impact on |
5 | | helping immigrant communities better
interact with State |
6 | | agencies, and whether existing language access programs |
7 | | are effective in helping immigrant communities interact |
8 | | with the State. The Task Force shall also examine whether |
9 | | all
State agencies provide language access for non-English |
10 | | speakers, and which agencies and
in what regions of the |
11 | | State is there a lack of language access that creates |
12 | | barriers for non-English dominant speakers from accessing |
13 | | support from the State; |
14 | | (12) the extent to which disparities in access to |
15 | | technology exist in immigrant communities and whether they |
16 | | lead to educational, financial, and other disadvantages; |
17 | | and |
18 | | (13) the extent to which State programs intended for |
19 | | vulnerable populations such as victims of trafficking, |
20 | | crime, and abuse are being implemented or need to be |
21 | | implemented. |
22 | | (e) The Task Force shall report its findings and |
23 | | recommendations based upon its examination of issues under |
24 | | subsection (d) to the Governor and the General Assembly on or |
25 | | before May 31, 2022. |
