1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Center for Geographic Information Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Center" means the Illinois Center for Geographic
8Information.
9    "Committee" means the Intergovernmental Advisory
10Committee.
 
11    Section 10. Illinois Center for Geographic Information.
12Subject to appropriation, the Illinois Center for Geographic
13Information is created within the Prairie Research Institute
14at the University of Illinois. The general management,
15control, and operation of the Center shall be within the
16University of Illinois. The University of Illinois may provide
17for a Geographic Information Officer to manage the Center and
18designate his or her duties and compensation.
 
19    Section 15. Purpose.
20    (a) The Center shall evaluate proposals, in consultation
21with the Intergovernmental Advisory Committee, and make

1recommendations to the Governor and General Assembly on the
2efficient development, use, and funding of geographic
3information management technology for State, regional, local,
4and academic agencies and institutions. Proposals shall
5include:
6        (1) standards for the collection (geodetic),
7    maintenance, dissemination, and documentation of spatial
8    data, consistent with established and ongoing development
9    of national standards and guidelines when applicable;
10        (2) funding strategies that encourage and support the
11    use of geographic information management technology at
12    local levels of government;
13        (3) examining the impacts of the Freedom of
14    Information Act as it applies to digital data
15    dissemination;
16        (4) statewide basemap development; and
17        (5) the development of multi-year strategies for
18    geographic information management technology in Illinois.
19    As necessary, the Center may enter into agreements with
20professional nonprofit organizations to achieve its
21objectives.
22    (b) The Center shall coordinate, accept, and administer
23grants or other financial assistance from the federal
24government and may accept grants from corporations, for profit
25or nonprofit, or associations for the purpose of conducting
26research, evaluations, or demonstration projects directed

1toward the development of an integrated statewide system of
2geographic information management technology.
 
3    Section 20. Intergovernmental Advisory Committee.
4    (a) The Prairie Research Institute shall form an
5Intergovernmental Advisory Committee that shall serve in an
6advisory capacity for the Center and shall be composed of
7geographic information systems staff appointed by:
8        (1) the Director of State Police;
9        (2) the Secretary of Transportation;
10        (3) the Director of Agriculture;
11        (4) the Director of Public Health;
12        (5) the Director of Natural Resources;
13        (6) the Director of Revenue;
14        (7) the Director of Commerce and Economic Opportunity;
15        (8) the Director of the Illinois Emergency Management
16    Agency;
17        (9) the Director of the Environmental Protection
18    Agency;
19        (10) the Director of Central Management Services;
20        (11) the Executive Director of the Illinois Commerce
21    Commission; and
22        (12) the Secretary of Innovation and Technology.
23    (b) No later than 90 days after the effective date of this
24Act, the Committee shall hold its first meeting at the call of
25the Executive Director of the Prairie Research Institute, at

1which meeting the members shall select a chairperson from
2among themselves, and thereafter a chairperson shall be
3selected annually. After its first meeting, the Committee
4shall meet at the call of the chairperson. Members of the
5Committee shall serve without compensation.
 
6    Section 25. Stakeholder engagement. The Center shall
7engage with interested stakeholders throughout the State
8representing local, regional, and federal agencies;
9professional associations; academic institutions; public
10utilities; and private sector companies, enterprises, or
11businesses.
 
12    Section 30. Data sharing. The Center shall have the
13authority to initiate and enter into intergovernmental data
14sharing agreements on behalf of the State for the benefit of
15geographic information coordination.

17    Section 90. The Illinois Geographic Information Council
18Act is repealed.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
