SYNOPSIS AS INTRODUCED:
Makes various appropriations to the Department of Human Services for family and community services and related distributive purposes, including federal funds available for early intervention services and for the Parents Too Soon program and the Healthy Families Program. Makes an appropriation to the Department of Human Services for income assistance and related distributive purposes, including federal funds available for child care services. Makes an appropriation to the Illinois State Board of Education for early childhood education. Effective July 1, 2022.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The following named amounts, or so much thereof as may be necessary, respectively, for the objects hereinafter named, are appropriated from the General Revenue Fund to the Department of Human Services for family and community services and related distributive purposes, including such federal funds as are made available by the federal government for the following purposes:
For Early Intervention...................... $119,781,090
For grants and administration expenses associated
with Parents Too Soon....................... $7,557,330
For grants and administrative expenses associated with
the Healthy Families Program............... $11,044,000
Section 10. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated to the Department of Human Services for income assistance and related distributive purposes, including such federal funds as are made available by the federal government for the following purposes:
For grants and administrative expenses associated with
Child Care Services, including
prior year costs.......................... $451,658,900
Section 15. The following amounts, or so much thereof as may be necessary, are appropriated to the Illinois State Board of Education for the fiscal year beginning July 1, 2022:
From the General Revenue Fund:
For Early Childhood Education............... $598,373,800
Section 99. Effective date. This Act takes effect July 1, 2022.
