1    AN ACT concerning State government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Children and Family Services Act is amended  
5by adding Section 5.46 as follows:
 
6    (20 ILCS 505/5.46 new)
7    Sec. 5.46. Extended Family Support Pilot Program. 
8Beginning January 1, 2023, the Department shall implement a 
93-year pilot program of additional resources for families 
10receiving Extended Family Support Program services from the 
11Department for the purpose of supporting relative caregivers. 
12These resources may include, but are not limited to: (i) 
13wraparound case management services, (ii) home visiting 
14services for caregivers with children under the age of 5, and 
15(iii) parent mentors for caregivers with children over the age 
16of 3.
17    The resources provided by the pilot program are voluntary 
18and refusing such resources shall not be used as evidence of 
19neglect of a child.
20    The Department shall arrange for an independent evaluation 
21of the pilot program to determine whether the pilot program is 
22successfully supporting families receiving Extended Family 
23Support Program services and preventing entrance into the

1foster care system. This evaluation will support determining 
2whether there is a long-term cost benefit to continuing the 
3pilot program.
4    At the end of the 3-year pilot program, the Department 
5shall submit a report to the General Assembly with its 
6findings of the evaluation. The report shall state whether the 
7Department intends to continue the pilot program and the 
8rationale for its decision.
9    The Department may adopt rules and procedures to implement 
10and administer this Section.
 
 
11    Section 99. Effective date. This Act takes effect upon 
12becoming law.
