Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to create the Opportunity Zone Grant Program. Provides that from funds made available to the Department from the State Coronavirus Urgent Remediation Emergency Fund, the Department shall provide grants to municipalities in federally designated qualified opportunity zones with disproportionately high coronavirus infection rate levels. Provides that grants shall be provided for the following purposes: (i) healthcare needs; and (ii) testing and vaccine facilities. Provides for the adoption of rules for the Program.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois |
6 | | is amended by adding Section 605-1095 as follows: |
7 | | (20 ILCS 605/605-1095 new) |
8 | | Sec. 605-1095. Opportunity Zone Grant Program. |
9 | | (a) The Department of Commerce and Economic Opportunity |
10 | | shall create the Opportunity Zone Grant Program. |
11 | | (b) From funds made available to the Department from the |
12 | | State Coronavirus Urgent Remediation Emergency Fund, the |
13 | | Department shall provide grants to municipalities in qualified |
14 | | opportunity zones, as designated under the federal Tax Cuts |
15 | | and Jobs Act of 2017, with disproportionately high coronavirus |
16 | | infection rate levels. Grants under this Section shall be |
17 | | provided for the following purposes: (i) healthcare needs; and |
18 | | (ii) testing and vaccine facilities. |
19 | | (c) The Department shall adopt rules necessary for the |
20 | | implementation and administration of this Section.
