Amends the State Finance Act. Creates the Growing Manufacturing Jobs Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be administered by the Department of Commerce and Economic Opportunity, in consultation with a statewide manufacturing association, for the purpose of establishing and operating a statewide marketing campaign to increase the number of people entering high-demand manufacturing occupations. Provides findings provisions. Makes conforming changes.

| 1 | | AN ACT concerning finance.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 1. Findings. The General Assembly finds and |
| 5 | | declares the following: |
| 6 | | The Illinois manufacturing sector is critical to the |
| 7 | | success of our State and nation. Recent events, including the |
| 8 | | global pandemic, supply chain shortages, and lack of workforce |
| 9 | | have led to struggles in the manufacturing sector. |
| 10 | | Illinois manufacturers employ 554,000 women and men on |
| 11 | | factory floors today in jobs that average nearly $88,000 in |
| 12 | | wages and benefits with 92% of employees receiving |
| 13 | | employer-funded health care. Manufacturers provide the single |
| 14 | | largest share of Illinois' gross State product, but are |
| 15 | | challenged to find skilled workers. |
| 16 | | National labor data shows that the United States now has |
| 17 | | more than 1,000,000 open manufacturing jobs, which is the |
| 18 | | highest recorded level in history and more than double the |
| 19 | | unfilled jobs in February 2020. It is imperative that Illinois |
| 20 | | work with the statewide manufacturing associations, colleges |
| 21 | | and universities, K-12 school districts, economic development |
| 22 | | officials, and individual companies to attract and recruit |
| 23 | | workers into the manufacturing sector. |
