SENATE JOINT RESOLUTION

WHEREAS, The Medicaid program in Illinois has an immense and growing impact, both in terms of taxpayer dollars and in the effect it has on citizens across the State; and

WHEREAS, Enrollment under the Illinois Department of Healthcare and Family Services' Medical Assistance Program (Medicaid) exceeds three million; and

WHEREAS, A sizable portion of the Medicaid population is enrolled, often mandatorily, in Managed Care Organizations, making outlays to MCOs, measured in billions of dollars, one of the largest resources in the State; and

WHEREAS, There has been little information disseminated to the General Assembly in terms of how State resources are being spent on MCOs and the overall healthcare outcomes for individuals enrolled in these MCOs; and

WHEREAS, It is paramount that the General Assembly stay engaged in Medicaid funding and corresponding healthcare outcome issues and be prepared to make legislative and administrative recommendations; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that the Medicaid Administrative Solutions Task Force is created to study the following:

(1) Best practices for the administration of the Medicaid program;

(2) Alternative methods for administration of the Medicaid program beyond the fee-for-service and managed care models; and

(3) Successful models used by other states for the administration of the Medicaid program; and be it further

RESOLVED, That the Task Force shall consist of the following members:

(1) One member of the Senate, appointed by the President of the Senate;

(2) One member of the House of Representatives, appointed by the Speaker of the House of Representatives;

(3) One member of the Senate, appointed by the Minority Leader of the Senate;

(4) One member of the House of Representatives, appointed by the Minority Leader of the House of Representatives;

(5) The Director of the Department of Healthcare and Family Services, or his or her designee;

(6) One member representing a Managed Care Organization operating in Illinois, appointed by the Governor;

(7) One member representing an Illinois licensed hospital, appointed by the Governor;

(8) One member representing an Illinois licensed nursing home, appointed by the Governor;

(9) One member representing an Illinois licensed ambulance provider, appointed by the Governor;

(10) One member representing an Illinois licensed pharmacy, appointed by the Governor;

(11) One member representing a federally qualified health center, appointed by the Governor;

(12) One member who is an Illinois licensed dentist, appointed by the Governor; and

(13) One member who is an Illinois licensed physician, appointed by the Governor; and be it further

RESOLVED, That the Task Force shall be co-chaired by the member appointed by the President of the Senate and the member appointed by the Speaker of the House of Representatives; Task Force members shall serve without compensation; and be it further

RESOLVED, That the Illinois Department of Healthcare and Family Services shall provide administrative and other support to the Task Force as well as all information requested by the Task Force; and be it further

RESOLVED, That the Task Force shall make recommendations to the General Assembly and the Illinois Department of Healthcare and Family Service before January 1, 2023, and, upon the filing of its final report, the Task Force is dissolved.
