| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of LTC (RET.) Carol Beth Capan St. John, |
| 4 | | who passed away on January 28, 2021; and
|
| 5 | | WHEREAS, Carol St. John was born to Charles Jolly Capan |
| 6 | | and Patricia Fern Fisher Capan in Moline on June 28, 1955; she |
| 7 | | attended schools in Rock Island and graduated from Sherrard |
| 8 | | High School; she attended Illinois State University and later |
| 9 | | graduated from St. Ambrose University; she earned a master's |
| 10 | | degree from U.S. Army Command and General Staff College and a |
| 11 | | teaching certificate from Concordia University; she married |
| 12 | | Terry St. John; and
|
| 13 | | WHEREAS, Carol St. John joined the U.S. Army in 1982; she |
| 14 | | was the first female company commander at the Rock Island |
| 15 | | Arsenal and did tours in Germany and Kuwait and at the |
| 16 | | Pentagon; when she retired in 2004, she was serving as the |
| 17 | | first female chair of the Army ROTC Department at the |
| 18 | | University of Iowa; after retiring from the army, she taught |
| 19 | | as a senior army instructor and was part of the Junior ROTC |
| 20 | | programs at Davenport Central High School, Vessey Leadership |
| 21 | | Academy, and Bemidji High School; she also attended auctioneer |
| 22 | | school and was an antique appraiser; and

| 1 | | WHEREAS, Carol St. John was a member of First Lutheran |
| 2 | | Church in Sherrard and held a deep faith connection to Native |
| 3 | | Americans; and
|
| 4 | | WHEREAS, Carol St. John was a curious life-long learner, a |
| 5 | | critical thinker, and a compassionate woman; she had a number |
| 6 | | of interests, including Bob Dylan, history, painting, hunting |
| 7 | | for those special antiques, and bargain hunting; she enjoyed |
| 8 | | laughter, music, reading, nature and the great outdoors, |
| 9 | | feeding the birds, her dogs, the Iron Range, vanilla cake, a |
| 10 | | hot cup of Starbucks, a good glass of wine or beer, and, most |
| 11 | | of all, spending time with her sons and grandson; and
|
| 12 | | WHEREAS, Carol St. John was preceded in death by her |
| 13 | | parents; her grandparents; and her several aunts and uncles; |
| 14 | | and
|
| 15 | | WHEREAS, Carol St. John is survived by her sons, Charley |
| 16 | | (Holly) and Sam (Rebekah Kersey) O'Fallon; her grandson, |
| 17 | | Kingston; her brother, Chuck (Laurie); her sisters, Angela |
| 18 | | (Kevin) Piers and Mary; her nieces and nephews, Kelli Brown, |
| 19 | | Emily (Erik) Meutsch, Lauren (George) Wilders, and Nick, Matt, |
| 20 | | and Bailey Capan; her five great-nieces and great-nephews; and |
| 21 | | her dear friends, Modell Plummer and Karen Child Adolphson; |
| 22 | | therefore, be it

| 1 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
| 2 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 3 | | LTC (RET.) Carol Beth Capan St. John and extend our sincere |
| 4 | | condolences to her family, friends, and all who knew and loved |
| 5 | | her; and be it further
|
| 6 | | RESOLVED, That a suitable copy of this resolution be |
| 7 | | presented to the family of Carol St. John as an expression of |
| 8 | | our deepest sympathy.
