SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of LTC (RET.) Carol Beth Capan St. John, who passed away on January 28, 2021; and

WHEREAS, Carol St. John was born to Charles Jolly Capan and Patricia Fern Fisher Capan in Moline on June 28, 1955; she attended schools in Rock Island and graduated from Sherrard High School; she attended Illinois State University and later graduated from St. Ambrose University; she earned a master's degree from U.S. Army Command and General Staff College and a teaching certificate from Concordia University; she married Terry St. John; and

WHEREAS, Carol St. John joined the U.S. Army in 1982; she was the first female company commander at the Rock Island Arsenal and did tours in Germany and Kuwait and at the Pentagon; when she retired in 2004, she was serving as the first female chair of the Army ROTC Department at the University of Iowa; after retiring from the army, she taught as a senior army instructor and was part of the Junior ROTC programs at Davenport Central High School, Vessey Leadership Academy, and Bemidji High School; she also attended auctioneer school and was an antique appraiser; and

WHEREAS, Carol St. John was a member of First Lutheran Church in Sherrard and held a deep faith connection to Native Americans; and

WHEREAS, Carol St. John was a curious life-long learner, a critical thinker, and a compassionate woman; she had a number of interests, including Bob Dylan, history, painting, hunting for those special antiques, and bargain hunting; she enjoyed laughter, music, reading, nature and the great outdoors, feeding the birds, her dogs, the Iron Range, vanilla cake, a hot cup of Starbucks, a good glass of wine or beer, and, most of all, spending time with her sons and grandson; and

WHEREAS, Carol St. John was preceded in death by her parents; her grandparents; and her several aunts and uncles; and

WHEREAS, Carol St. John is survived by her sons, Charley (Holly) and Sam (Rebekah Kersey) O'Fallon; her grandson, Kingston; her brother, Chuck (Laurie); her sisters, Angela (Kevin) Piers and Mary; her nieces and nephews, Kelli Brown, Emily (Erik) Meutsch, Lauren (George) Wilders, and Nick, Matt, and Bailey Capan; her five great-nieces and great-nephews; and her dear friends, Modell Plummer and Karen Child Adolphson; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of LTC (RET.) Carol Beth Capan St. John and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Carol St. John as an expression of our deepest sympathy.
