| 2 | | WHEREAS, Richard Buchanan had a career in public service |
| 3 | | that spanned more than four decades; and
|
| 4 | | WHEREAS, Richard Buchanan was hired at State Farm |
| 5 | | Insurance in 1971 and spent the next 30 years working as a |
| 6 | | human resources professional in the growing systems |
| 7 | | department; and
|
| 8 | | WHEREAS, Richard Buchanan served six years from 1971 to |
| 9 | | 1977 on the Bloomington City Council and two terms as the mayor |
| 10 | | of Bloomington from 1977 to 1985; he served on the McLean |
| 11 | | County Board from 2012 to 2017; and
|
| 12 | | WHEREAS, As mayor, Richard Buchanan was known for |
| 13 | | listening to his constituents and taking policy ideas through |
| 14 | | to completion; and |
| 15 | | WHEREAS, Richard Buchanan fostered a friendly relationship |
| 16 | | between the two towns of Bloomington and Normal during his two |
| 17 | | terms as mayor; and |
| 18 | | WHEREAS, Richard Buchanan also served more than 35 years |
| 19 | | on the city liquor commission, stepping down in December 2012 |
| 20 | | when he won his county board seat; and |

| 1 | | WHEREAS, Richard Buchanan is a native of Clinton; he met |
| 2 | | his wife Judy while they were students at Northern Illinois |
| 3 | | University; following graduation, he spent six years in the |
| 4 | | U.S. Army Reserve, including seven months of active duty; and |
| 5 | | WHEREAS, Richard Buchanan and Judy raised three children |
| 6 | | together; and |
| 7 | | WHEREAS, Richard Buchanan and Judy were honored in 2019 as |
| 8 | | McLean County History Makers by the McLean County Museum of |
| 9 | | History; and |
| 10 | | WHEREAS, Richard Buchanan was beloved by his colleagues, |
| 11 | | family, and friends; and
|
| 12 | | WHEREAS, Richard Buchanan will be remembered for his |
| 13 | | willingness to work with others and his ability to take |
| 14 | | people's opinions seriously; therefore, be it
|
| 15 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
| 16 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we declare March 30, |
| 17 | | 2022 as Richard Buchanan Day in order to commemorate the one |
| 18 | | year anniversary of his death and to celebrate his life and his |
| 19 | | dedication to public service, his family, and his community; |
| 20 | | and be it further
