3 | | Revolution in Russia, which ushered in an era of communism |
4 | | that would result in violence and oppression experienced |
5 | | throughout a union of multiple national Soviet republics; and

6 | | WHEREAS, A National Day for the Victims of Communism was |
7 | | declared on November 7, 2017, with the belief that communism, |
8 | | historically, is incompatible with the western ideological |
9 | | beliefs of liberty, prosperity, and the dignity of human life; |
10 | | and

11 | | WHEREAS, Historical records show that protestors and |
12 | | citizens who decried the communist political ideology were |
13 | | often persecuted as political prisoners, and others were |
14 | | killed in widespread state-sponsored purges; and
|
15 | | WHEREAS, Rampant impoverishment, widespread famines, |
16 | | epidemics, forced population removals, Gulag internments, |
17 | | labor colonies, and labor camps across over 40 nations all |
18 | | contributed to a death toll of nearly 100 million people who |
19 | | were living under communist states; and
