SENATE RESOLUTION

 
2    WHEREAS, The year 2021 marks 104 years since the Bolshevik
3Revolution in Russia, which ushered in an era of communism
4that would result in violence and oppression experienced
5throughout a union of multiple national Soviet republics; and
 
6    WHEREAS, A National Day for the Victims of Communism was
7declared on November 7, 2017, with the belief that communism,
8historically, is incompatible with the western ideological
9beliefs of liberty, prosperity, and the dignity of human life;
10and
 
11    WHEREAS, Historical records show that protestors and
12citizens who decried the communist political ideology were
13often persecuted as political prisoners, and others were
14killed in widespread state-sponsored purges; and
 
15    WHEREAS, Rampant impoverishment, widespread famines,
16epidemics, forced population removals, Gulag internments,
17labor colonies, and labor camps across over 40 nations all
18contributed to a death toll of nearly 100 million people who
19were living under communist states; and
 
20    WHEREAS, The Victims of Communism Memorial Foundation in
21Washington, D.C. is a nonprofit organization, authorized by a

1unanimous Act of the United States Congress, that seeks to
2educate the general public about the ideology, history, and
3legacy of communism and honors the people who suffered, were
4killed, and were lost within communist systems; therefore, be
5it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we declare November 7,
82021 as Victims of Communism Memorial Day in the State of
9Illinois; and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the Victims of the Communism Memorial Foundation
12as a symbol of respect and esteem.
