2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Stephen "Steve" Carter Ballinger I of | ||||||
4 | Mattoon, who passed away on July 7, 2021; and
| ||||||
5 | WHEREAS, Steve Ballinger was born to Leonard Carter | ||||||
6 | "Dutch" and Margaret Fern (Furry) Ballinger in Mattoon on | ||||||
7 | October 1, 1946; he married Cheryl A. Storm in Mattoon on June | ||||||
8 | 27, 1976; he was a proud veteran of the Vietnam War who served | ||||||
9 | his country in the United States Air Force; and
| ||||||
10 | WHEREAS, After his honorable discharge from the Air Force, | ||||||
11 | Steve Ballinger started his 30 year career at the Mattoon | ||||||
12 | Street Department; he was previously employed by Young | ||||||
13 | Radiator for 13 years; and
| ||||||
14 | WHEREAS, Steve was an active member of the First Christian | ||||||
15 | Church of Mattoon where he served as a deacon and a trustee; | ||||||
16 | throughout the years, he was a member of various lodges and | ||||||
17 | organizations, including the Masonic Lodge at Wabash #179 A.F. & | ||||||
18 | A.M., the Corn Belt Shrine Club of Coles County, the Ansar | ||||||
19 | Shriners of Springfield, the Mattoon Exchange Club, the | ||||||
20 | American Legion of Mattoon, and Mattoon VFW Post 4325; he was | ||||||
21 | devoted to the Boy Scouts of America and served as an Assistant | ||||||
22 | Troop Leader to Boy Scout Troop 152 and as Advanced Committee |

1 | Chairman for the Lincoln Trails District; and
| ||||||
2 | WHEREAS, Steve Ballinger was a man of strong faith; his | ||||||
3 | favorite times were spent with his children and grandchildren | ||||||
4 | on the family farm; his devotion to his family and friends was | ||||||
5 | paramount in his life, and he was happiest when surrounded by | ||||||
6 | loved ones; and
| ||||||
7 | WHEREAS, Steve Ballinger was preceded in death by his | ||||||
8 | parents and his grandson, Garrison D. Ballinger-Coffman; and
| ||||||
9 | WHEREAS, Steve Ballinger is survived by his wife, Cheryl; | ||||||
10 | his two daughters, Cheri L. Coffman and Lisa M. Ballinger; his | ||||||
11 | son, Stephen (Kyla) Carter Ballinger II; and his five | ||||||
12 | grandchildren, Anthony (Katie) G. Coffman, Gregory (Monica) D. | ||||||
13 | Coffman, Kimberly M. Coffman, Carter T. Ballinger, and Callyn | ||||||
14 | A. Ballinger; therefore, be it

15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
17 | Stephen "Steve" Carter Ballinger I and extend our sincere | ||||||
18 | condolences to his family, friends, and all who knew and loved | ||||||
19 | him; and be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to the family of Steve Ballinger as an expression of |
