2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Charles Russell Fiser of Rock Island, | ||||||
4 | who passed away on September 30, 2021; and
| ||||||
5 | WHEREAS, Charles Fiser was born to Charles Pete Fiser and | ||||||
6 | Dorothy (Leisure) Entwistle in Marion, Indiana on July 29, | ||||||
7 | 1941; he attended Moline schools before choosing to serve his | ||||||
8 | country in the U.S. Navy; he earned his GED later in life; he | ||||||
9 | married Bonnie Ann Mullikin on August 22, 1964, and they | ||||||
10 | celebrated 37 years of marriage before her passing in 2001; he | ||||||
11 | married Donna (Shreve) Mander on May 14, 2004; and
| ||||||
12 | WHEREAS, Charles Fiser began working at a young age at | ||||||
13 | Lagomarcino's; after his service, he worked for 25 years at | ||||||
14 | International Harvester (IH); after the closing of IH, he | ||||||
15 | worked at the Rock Island Arsenal for 25 years; he worked | ||||||
16 | multiple jobs throughout his life, including at Sears, as a | ||||||
17 | Rock Island County Courthouse bailiff, and many other odd | ||||||
18 | jobs, all to provide a great life for his family; and
| ||||||
19 | WHEREAS, Charles Fiser served as a deacon and elder and | ||||||
20 | was part of the Ministry Teams and Praise Teams at his church; | ||||||
21 | he was deeply committed to his faith and went on a variety of | ||||||
22 | mission trips, including two to Haiti; and

1 | WHEREAS, Charles Fiser loved to travel; he was able to | ||||||
2 | travel to Alaska, Hawaii, and Turkey while working for the | ||||||
3 | Rock Island Arsenal; he loved his home and the weather in | ||||||
4 | Florida where he could golf daily, go to the beach, and spend | ||||||
5 | time with friends; he was part of a barbershop quartet and | ||||||
6 | enjoyed many building projects; he was an avid Chicago Bears | ||||||
7 | and Chicago Cubs fan; he loved pets, especially his beloved | ||||||
8 | Bella; and | ||||||
9 | WHEREAS, Charles Fiser was preceded in death by his | ||||||
10 | parents; his first wife, Bonnie; two brothers, Tom Hoffman and | ||||||
11 | Bill Hoffman; and one sister, Margaret Kaskadden; and
| ||||||
12 | WHEREAS, Charles Fiser is survived by his wife of 17 | ||||||
13 | years, Donna Mander Fiser; his two children, Chuck (Susan) | ||||||
14 | Fiser and Ann (Gregg) Schipper; his two bonus sons, Matt | ||||||
15 | Mander and Mark Mander; his seven grandchildren, Alec and | ||||||
16 | Andrew Fiser, Kyle, Kelly, and Kara Schipper, and Morgan and | ||||||
17 | Madison Mander; his two sisters, Marilyn Brown and Sharon Mee; | ||||||
18 | and his sister-in-law, Marian Hoffman; therefore, be it
| ||||||
19 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
21 | Charles Russell Fiser and extend our sincere condolences to | ||||||
22 | his family, friends, and all who knew and loved him; and be it |
