|
2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Dr. Herbert Jackson of Rockford, who |
4 | | passed away on December 28, 2021; and
|
5 | | WHEREAS, Dr. Jackson was born on January 24, 1930; after |
6 | | graduating from Chicago's Wendall Phillips High School, he was |
7 | | drafted into the U.S. Army in 1951; he served from December of |
8 | | 1951 until December of 1952 as a corporal assigned to the 8th |
9 | | Army 802nd Engr. Aviation Bn. Co. B and did a tour of duty in |
10 | | Suwon, Korea during the Korean War;
in 1953, he enrolled in |
11 | | Wilson Junior College where he earned an associate's degree |
12 | | and met the love of his life, his future wife Edna Marie |
13 | | Counts; he enrolled in the Chicago Teachers College, now known |
14 | | as Chicago State University, where he graduated with a |
15 | | bachelor's degree; he was then accepted into Podiatry School |
16 | | in 1958; and
|
17 | | WHEREAS, Dr. Jackson began his Rockford podiatry practice |
18 | | in the offices of Dr. Jeffry Ish; while he was building a |
19 | | full-time practice, he also worked for Lowell Hawkinson in |
20 | | recruiting minorities for an employment agency called |
21 | | Availability; he practiced podiatry for 39 years before |
22 | | retiring; and

1 | | WHEREAS, Dr. Jackson served as campaign manager for |
2 | | Victory Bell, Rockford's first Black alderman; he supported |
3 | | many community groups, including the Veterans of Foreign Wars, |
4 | | The Taus, Inc., the Alpha Kappa Alpha Sorority, Inc. Pi Gamma |
5 | | Omega Chapter, Rockford's chapter of Delta Sigma Theta |
6 | | Sorority, Inc., and AARC at Booker; he was a volunteer for the |
7 | | Northern Illinois Diabetes Coalition; and |
8 | | WHEREAS, Dr. Jackson served as a past member of the |
9 | | Winnebago County Board and the Winnebago County Sheriff and |
10 | | Fire Commission; he was a former vice president for the |
11 | | Winnebago County Health Department Black Health Care |
12 | | Initiative and was a former member of the Rosecrance Board; |
13 | | and
|
14 | | WHEREAS, Dr. Jackson adored his family, with whom he took |
15 | | cruises and traveled abroad, and enjoyed hiatuses to his condo |
16 | | in Florida; he was a fashionable man who loved buying clothes, |
17 | | shoes, and eye wear; and |
18 | | WHEREAS, Dr. Jackson was preceded in death by his wife, |
19 | | Edna Marie; his father, Willie Sr.; his mother, Julia |
20 | | Jackson-Clarke; and his brother, Willie Jr.; and
|
21 | | WHEREAS, Dr. Jackson is survived by his son, Christopher |
22 | | Herbert Jackson; his daughter, Kelli Lynn Jackson; his first |

1 | | cousins, Mary Twitty, Julia Simon, James Morgan, Abram Morgan, |
2 | | and Joyce McGowan; and his second cousin, Tonya Butler White; |

4 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
5 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
|
6 | | Dr. Herbert Jackson and extend our sincere
condolences to his |
7 | | family, friends, and all who knew and loved
him; and be it |
8 | | further

9 | | RESOLVED, That a suitable copy of this resolution be

10 | | presented to the family of Dr. Jackson as an expression of

11 | | deepest sympathy.
