SENATE RESOLUTION

  
 
2    WHEREAS, The Illinois State Police will celebrate 100 
3years of service to the State of Illinois on April 1, 2022; and
  
 
4    WHEREAS, The Illinois State Police began as part of the 
5Department of Public Works and Buildings with the appointment 
6of former Kankakee Police Chief John Stack as the agency's 
7first superintendent and the first eight highway patrolmen on 
8April 1, 1922; and
  
 
9    WHEREAS, The Illinois State Police's initial mission was 
10to enforce the road weight laws of the State, patrolling 1,110 
11miles of newly paved road; the agency used Superintendent John 
12Stack's residence as its original headquarters, and the 
13patrolmen's equipment consisted of surplus World War I 
14uniforms and motorcycles, which included portable scales in 
15their sidecars for weighing trucks to determine overloads; 
16Superintendent Stack held officers to a higher standard than 
17most officers in the State at the time, and this legacy of 
18exemplary ethics and standards has continued to this day; and
  
 
19    WHEREAS, From its humble beginnings, the Illinois State 
20Police has grown into 21 patrol districts, eight investigative 
21zones, six operational forensic science laboratories, and five 
22regional crime scene services commands; it is now comprised of

1several divisions, including Academy and Training, Patrol, 
2Criminal Investigation, Forensic Services, Justice Services, 
3Statewide 9-1-1, and Internal Investigation; and
  
 
4    WHEREAS, As of 2021, more than 70 troopers of the Illinois 
5State Police have made the ultimate sacrifice by giving their 
6lives in service to the State and its citizens; and
  
 
7    WHEREAS, The mission of the Illinois State Police is to 
8promote public safety with Integrity, Service, and Pride to 
9improve the quality of life for the citizens of Illinois; over 
10the years, the agency has continued its mission while evolving
 
11in law enforcement duties, expectations, responsibilities, 
12training, equipment, technology, and objectives, making it one 
13of the 
preeminent law enforcement departments;  and
  
 
14    WHEREAS, The Illinois State Police is currently helmed by 
15Director Brendan F. Kelly; therefore, be it
  
 
16    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL 
17ASSEMBLY OF THE STATE OF ILLINOIS, that we declare the month of 
18April 2022 as Illinois State Police Centennial Month in the 
19State of Illinois; and be it further
  
 
20    RESOLVED, That suitable copies of this resolution be 
21presented to the Illinois State Police, the Illinois State
