SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Gerald Edward "Jerry" Osborne, Ph.D.
4of Grafton, who passed away on February 26, 2022; and
 
5    WHEREAS, Dr. Osborne was born to "Herb" Osborne and Meehan
6"Gen" Osborne in Chicago on November 25, 1938; he received his
7Bachelor of Arts from DePaul University, where he majored in
8English and Social Studies and minored in Philosophy and
9Education; he obtained his Master of Education in Counseling
10Psychology from DePaul University; he earned his Ph.D. in
11Counseling Psychology from Purdue University; his graduate
12study in Psychology included the University of Illinois and
13Chicago State University and graduate study in Law at DePaul
14University; he additionally completed postdoctoral study in
15Community Mental Health and Mental Health Consultation at
16Harvard University; and
 
17    WHEREAS, Dr. Osborne contributed to higher education
18nationally and internationally across four decades; he retired
19as assistant vice chancellor from the University of Houston,
20where he fostered the development of graduate psychologists
21and the mental health and success of undergraduate and
22graduate students; he extensively published and presented
23scholarship and research; he supervised many doctoral

1dissertations; in addition to his psychological expertise, he
2made contributions to institutional effectiveness and
3professional testing development, validation, and use; he
4consulted professionally across the United States and in
5Europe and South America; and
 
6    WHEREAS, Dr. Osborne's virtues included possessing strong
7intellectual gifts, lifelong work making these gifts
8actionable, and contributing to human well-being, emotional
9sensitivity, personal integrity, and the centrality and
10importance of love; and
 
11    WHEREAS, Dr. Osborne was preceded in death by his parents;
12and
 
13    WHEREAS, Dr. Osborne is survived by his wife, Dr. Colleen
14Hester; his brother, Fr. Thomas Osborne; his son, Kurt (Dana
15Stone Osborne) Osborne; his grandson, Brendan Osborne;
16additional family members, Mary Pat Osborne and Shirley
17Gallagher; and many friends; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
20Gerald Edward "Jerry" Osborne, Ph.D. and extend our sincere
21condolences to his family, friends, and all who knew and loved
22him; and be it further
