2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Gerald Edward "Jerry" Osborne, Ph.D. |
4 | | of Grafton, who passed away on February 26, 2022; and
|
5 | | WHEREAS, Dr. Osborne was born to "Herb" Osborne and Meehan |
6 | | "Gen" Osborne in Chicago on November 25, 1938; he received his |
7 | | Bachelor of Arts from DePaul University, where he majored in |
8 | | English and Social Studies and minored in Philosophy and |
9 | | Education; he obtained his Master of Education in Counseling |
10 | | Psychology from DePaul University; he earned his Ph.D. in |
11 | | Counseling Psychology from Purdue University; his graduate |
12 | | study in Psychology included the University of Illinois and |
13 | | Chicago State University and graduate study in Law at DePaul |
14 | | University; he additionally completed postdoctoral study in |
15 | | Community Mental Health and Mental Health Consultation at |
16 | | Harvard University; and
|
17 | | WHEREAS, Dr. Osborne contributed to higher education |
18 | | nationally and internationally across four decades; he retired |
19 | | as assistant vice chancellor from the University of Houston, |
20 | | where he fostered the development of graduate psychologists |
21 | | and the mental health and success of undergraduate and |
22 | | graduate students; he extensively published and presented |
23 | | scholarship and research; he supervised many doctoral |

1 | | dissertations; in addition to his psychological expertise, he |
2 | | made contributions to institutional effectiveness and |
3 | | professional testing development, validation, and use; he |
4 | | consulted professionally across the United States and in |
5 | | Europe and South America; and
|
6 | | WHEREAS, Dr. Osborne's virtues included possessing strong |
7 | | intellectual gifts, lifelong work making these gifts |
8 | | actionable, and contributing to human well-being, emotional |
9 | | sensitivity, personal integrity, and the centrality and |
10 | | importance of love; and
|
11 | | WHEREAS, Dr. Osborne was preceded in death by his parents; |
12 | | and
|
13 | | WHEREAS, Dr. Osborne is survived by his wife, Dr. Colleen |
14 | | Hester; his brother, Fr. Thomas Osborne; his son, Kurt (Dana |
15 | | Stone Osborne) Osborne; his grandson, Brendan Osborne; |
16 | | additional family members, Mary Pat Osborne and Shirley |
17 | | Gallagher; and many friends; therefore, be it

18 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
20 | | Gerald Edward "Jerry" Osborne, Ph.D. and extend our sincere |
21 | | condolences to his family, friends, and all who knew and loved |
22 | | him; and be it further
