| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Judy Barclay of Park Ridge, who passed |
| 4 | | away on April 19, 2022; and
|
| 5 | | WHEREAS, Judy Barclay was born in Chicago on August 4, |
| 6 | | 1942; she moved to Park Ridge with her husband in 1967; and
|
| 7 | | WHEREAS, Judy Barclay worked for Gillick Real Estate for |
| 8 | | years; prior to her work in real estate, she served in the |
| 9 | | advertising department of the Journal & Topics Media Group; |
| 10 | | and
|
| 11 | | WHEREAS, Judy Barclay served as co-president of the |
| 12 | | nonprofit Kalo Foundation, which was established in 2006 to |
| 13 | | preserve the rich artistic legacy of Park Ridge; under her |
| 14 | | leadership, with help from the community, the organization |
| 15 | | purchased the Alfonso Iannelli Studios in 2011, which now |
| 16 | | serves as a private, nonprofit museum and gallery for the |
| 17 | | public; and
|
| 18 | | WHEREAS, Judy Barclay was one of the city's foremost |
| 19 | | experts on the history and the nuances of Park Ridge zoning; |
| 20 | | she and the late Pat Livensparger, who died in 2017, were the |
| 21 | | founders of Citizens United to Retain Residential Balance |
|

| 1 | | (CURRB); they spent several decades becoming familiar with the |
| 2 | | complexities of Park Ridge zoning ordinances, which led them |
| 3 | | to call for improvements and encourage reforms of city codes; |
| 4 | | and
|
| 5 | | WHEREAS, Judy Barclay served on several planning |
| 6 | | committees for Park Ridge, one of which rewrote the sign |
| 7 | | ordinances and another which developed the Historic |
| 8 | | Preservation Commission (HPC); through her efforts, HPC |
| 9 | | designated significant buildings in the city as landmarks, |
| 10 | | sponsored poster contests and other activities to help local |
| 11 | | children learn about Park Ridge buildings, and provided |
| 12 | | displays for public viewing; and
|
| 13 | | WHEREAS, Judy Barclay was recognized as a 2016 Community |
| 14 | | Star by the Park Ridge Chamber of Commerce; she will be |
| 15 | | remembered for her commitment and dedication to the community |
| 16 | | and City of Park Ridge; and
|
| 17 | | WHEREAS, Judy Barclay was the wife of Jack; the mother of |
| 18 | | Brian Barclay and Missy (Jim) Langan; the grandmother of Jason |
| 19 | | DiPietro, Mary Kate Barclay, Emily Barclay, Margaret Barclay, |
| 20 | | Anne Barclay, and Russell Langan; and the great-grandmother of |
| 21 | | Lily DiPietro and Colton DiPietro; therefore, be it
|
