SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Billy D. "Bill" Halley of Rock Island, who passed away on August 31, 2022; and

WHEREAS, Billy Halley was born to Henry and Grace (Arnaman) Halley in Unionville, Missouri on June 16, 1927; he served in the U.S. Navy during World War II; he married Bette Butkovich in Unionville; he later he married Shirley White in Rock Island in June 1958; and

WHEREAS, Billy Halley worked at John Deere Harvester Works in East Moline for 31 years; during that time, he also worked at Ben's Gourmet House in Rock Island; in retirement, he owned and operated the River Queen bar and grill in Andalusia; he was later an auto parts delivery driver and security guard; and

WHEREAS, Billy Halley was a member of Rock Island VFW Post 1303; and

WHEREAS, Billy Halley was known for always being fun and smiling; he enjoyed traveling, fishing, and spending time with his family; he will be remembered for his generosity; and

WHEREAS, Billy Halley was preceded in death by his parents; his wife, Shirley; his daughter, Tracey Hall; and his siblings, Lawrence Halley, Ruth Colvin, and Faye Stalcup; and

WHEREAS, Billy Halley is survived by his children, Mary Sue (Tom) Stewart and John Halley; his grandchildren, Nathaniel Moorman, Benjamin Stewart, Matthew Stewart, Raven Hall, Melissa Hall, and Rachel Halley; his great-grandchildren, Tracey Hall, Sylvia Moorman, and Stella Moorman; and his special friend, Wanda Carnes; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Billy D. "Bill" Halley and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Billy Halley as an expression of our deepest sympathy.
