| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Deborah Leigh "Deb" Kilby of Virginia, |
| 4 | | who passed away on October 9, 2022; and
|
| 5 | | WHEREAS, Deb Kilby was born to William S. and Ruth M. |
| 6 | | Watkins Kilby in Jacksonville on February 6, 1953; she |
| 7 | | graduated from Virginia High School in 1971 and then from |
| 8 | | Washburn University in Topeka, Kansas, where she lettered in |
| 9 | | volleyball, basketball, and softball all four years; and
|
| 10 | | WHEREAS, Deb Kilby began her coaching career at Illinois |
| 11 | | College in Jacksonville; she instrumental in the development |
| 12 | | of the women's athletic programs during the late 1970s and |
| 13 | | early 1980s; over a period of seven years, she coached the |
| 14 | | softball, volleyball, basketball, and tennis teams, and she |
| 15 | | helped each program make the transition to the Midwest |
| 16 | | Conference; her teams won a total of 138 contests from 1979 |
| 17 | | through 1985; she coached the 1982-83 basketball squad as it |
| 18 | | reached the IAIAW state playoffs for the first time; she also |
| 19 | | directed the Lady Blues to the South Division basketball |
| 20 | | championship during the 1984-85 season; her 1983 softball team |
| 21 | | reached the league playoffs and qualified for IAIAW postseason |
| 22 | | play; for her efforts, she was inducted into the Illinois |
| 23 | | College Sports Hall of Fame in 2006; and
