2 | | WHEREAS, Residents of the 16th District and across |
3 | | Illinois are among the many beneficiaries of Senator |
4 | | Jacqueline Y. Collins' 20 years of service in the Illinois |
5 | | Senate; and

6 | | WHEREAS, Sen. Collins was born in McComb, Mississippi and |
7 | | moved to the South Side neighborhood of Englewood when she was |
8 | | a child; and
|
9 | | WHEREAS, Sen. Collins majored in Journalism at |
10 | | Northwestern University, is a graduate of Harvard's John F. |
11 | | Kennedy School of Government and Harvard Divinity School, and |
12 | | earned her Juris Doctor from Loyola University Chicago School |
13 | | of Law; and |
14 | | WHEREAS, Sen. Collins is a proud member of The Faith |
15 | | Community of Saint Sabina Church; and |
16 | | WHEREAS, A former journalist and Emmy award-nominated |
17 | | editor at CBS, Sen. Collins has used her experience to support |
18 | | a progressive agenda to create economic and social welfare |
19 | | policies that reduce inequality, expand opportunity, and |
20 | | strengthen communities; and |

1 | | WHEREAS, Sen. Collins' major legislative accomplishments |
2 | | include making Illinois the first in the Midwest to ban "ghost |
3 | | guns", the historic Predatory Loan Prevention Act, the |
4 | | Illinois Community Reinvestment Act, the Mortgage Rescue Fraud |
5 | | Act, the landmark Sudan Divestment Act, and the 2005 Payday |
6 | | Loan Reform Act; and |
7 | | WHEREAS, Sen. Collins served as chair of the Senate |
8 | | Criminal Law Committee and served on the Senate Financial |
9 | | Institutions and Transportation Committees; and
|
10 | | WHEREAS, Sen. Collins has served in leadership positions |
11 | | for the Illinois Senate Democratic Caucus since 2017 as |
12 | | Majority Caucus Whip, Deputy Majority Caucus Chair, and |
13 | | finally as Assistant Majority Leader; and
|
14 | | WHEREAS, Sen. Collins is retiring her seat in the Illinois |
15 | | Senate after nearly 20 years of public service but will |
16 | | continue to be an active advocate on behalf of her community; |
17 | | therefore, be it

18 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Senator |
20 | | Jacqueline Y. Collins for her service and devotion to her |
21 | | community and the people of Illinois; and be it further
