AMENDMENT TO HOUSE BILL 474




2    AMENDMENT NO. ______. Amend House Bill 474 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Illinois Municipal Code is amended  by 
5adding Section 11-42-10.3 as follows:
 
6    (65 ILCS 5/11-42-10.3 new)
7    Sec. 11-42-10.3. Mason or masonry licenses.
8    (a)   In counties with a population greater than 3,000,000, 
9a municipality that issues a license for a mason or masonry or 
10a license that is required of a contractor or individual to 
11perform work in stone, concrete, brick, terracotta, terrazzo, 
12or similar materials used in above-ground and below-ground 
13portions of buildings and structures within the licensing 
14municipality shall require a license holder to provide proof 
15of having completed an apprenticeship program recognized by 
16the United States Department of Labor.

1    (b)   A home rule municipality may not regulate licenses in 
2a manner inconsistent with this Section. This Section is a 
3limitation under subsection (i) of Section 6 of Article VII of 
4the Illinois Constitution on the concurrent exercise by home 
5rule units of powers and functions exercised by the State.
 

6    Section 99. Effective date. This Act takes effect upon 
7becoming law.".
