| 7 | | are stationed while on duty. |
| 8 | | (b) As used in this Section: |
| 9 | | "Hardened" means the strengthening of the security of a |
| 10 | | building, installation, or post in order to protect it in the |
| 11 | | event of attack or reduce risk of personal injury through |
| 12 | | means of installing or constructing temporary or permanent |
| 13 | | structures. |
| 14 | | "Identification card verification checkpoint" means |
| 15 | | equipment and related software that allows an individual who |
| 16 | | holds an identification card that grants that individual with |
| 17 | | access to a secured part of the State Capitol Complex to scan |
| 18 | | the identification card to pass through a checkpoint. |
| 19 | | "Safety call box" means a well lit, publicly accessible |
| 20 | | call box that houses a telecommunication device that may be |
| 21 | | used by an individual who feels unsafe and who wishes to |
| 22 | | communicate with law enforcement authorities and alert those |
| 23 | | authorities of the individual's location. |

| 25 | | Sec. 5.2. Rules for security measures in State Capitol |

| 1 | | Complex. The Secretary of State shall adopt rules to: |
| 2 | | (1) Establish a chain of command based in Springfield |
| 3 | | for police and other security personnel responding to an |
| 4 | | incident at the State Capitol Complex. |
| 5 | | (2) Authorize administrative personnel based in |
| 6 | | Springfield to issue emergency orders in response to an |
| 7 | | incident at the State Capitol Complex. |
| 8 | | (3) Provide adequate mitigation and response training |
| 9 | | to law enforcement personnel of the Secretary of State |
| 10 | | Police Department and other security personnel who are |
| 11 | | stationed at the State Capitol Complex. |
| 12 | | (4) Create a voluntary training program to allow |
| 13 | | security personnel employed by the Secretary of State to |
| 14 | | successfully complete firearm training and qualify to |
| 15 | | carry firearms only while on duty at the State Capitol |
| 16 | | Complex and provide incentive compensation to all trained |
| 17 | | and qualified individuals. The procedures established |
| 18 | | under this paragraph shall require that all firearms |
| 19 | | issued to trained and qualified security personnel, other |
| 20 | | than law enforcement personnel of the Secretary of State |
| 21 | | Police Department, shall be returned to designated and |
| 22 | | secured storage areas in the State Capitol Complex at the |
| 23 | | end of each duty shift. |
| 24 | | (5) Adopt and enforce improved security procedures for |
| 25 | | legislators, staff, lobbyists, and visitors entering the |
| 26 | | State Capitol Complex, including procedures to allow law |
