| 2 | | AMENDMENT NO. ______. Amend House Bill 1076 by replacing |
| 3 | | line 14 on page 1 through line 4 on page 2 with the following: |
| 4 | | "ordinance passed by three-fourths
of the full county board |
| 5 | | members then holding office, at any regular meeting or at
any |
| 6 | | special meeting called for that purpose. However, the county |
| 7 | | board may
authorize any county officer to make leases for |
| 8 | | terms not exceeding 2 years in
a manner determined by the |
| 9 | | Board.

| 10 | | (b) Notwithstanding subsection (a), upon three-fourths |
| 11 | | vote, by the full county board, the county board may lease |
| 12 | | farmland acquired or held by the county for any term not |
| 13 | | exceeding 5 years. Farmland may be leased to either public or |
| 14 | | private entities via a cash lease, crop-sharing arrangement, |
| 15 | | or custom farming arrangement. The bid process for a lease |
| 16 | | entered into under this subsection must be publicly advertised |
| 17 | | and sealed bids must be opened at a county board meeting for |
| 18 | | public review. Counties shall not acquire farmland for the |
