| 4 | | No. 2, on page 12, line 25, by replacing "days" with "business |
| 5 | | days"; and |
| 6 | | on page 13, line 13, by replacing "parties" with "parties, |
| 7 | | including legal counsel,"; and

| 8 | | on page 13, line 18, after "accused", by inserting "or the |
| 9 | | accused's legal counsel"; and
|
| 10 | | on page 16, line 1, by replacing "January" with "July"; and
|
| 11 | | on page 16, immediately below line 4, by inserting the |
| 12 | | following:
|
| 13 | | "(c) For the purposes of determining compliance with this |
| 14 | | Section, a Service Board shall not be deemed to be in violation |
|

| 1 | | of this Section when failure to comply is due to: |
| 2 | | (1) the unavailability of zero-emission buses from a |
| 3 | | manufacturer or funding to purchase zero-emission buses; |
| 4 | | (2) the lack of necessary charging, fueling, or |
| 5 | | storage facilities or funding to procure charging, |
| 6 | | fueling, or storage facilities; or |
| 7 | | (3) the inability of a third party to enter into a |
| 8 | | contractual or commercial relationship with a Service |
| 9 | | Board that is necessary to carry out the purposes of this |
| 10 | | Section."; and

| 11 | | on page 17, by replacing lines 8 through 11 with "violation is |
| 12 | | not practicable, then the Authority shall make a reasonable |
| 13 | | effort to provide notice to the individual by personal |
| 14 | | service, by mailing a copy of the notice by certified mail, |
| 15 | | return receipt requested, and first-class mail to the person's |
| 16 | | current address, or by emailing a copy of the notice to an |
| 17 | | email address on file, if available. If the"; and |
| 18 | | on page 18, line 2, by replacing "days" with "business days"; |
| 19 | | and |
| 20 | | on page 18, line 16, by replacing "parties" with "parties, |
| 21 | | including legal counsel,"; and

| 6 | | "The Authority shall file a statement certifying that the |
| 7 | | Service Boards published the data described in subsection |
| 8 | | (b-5) with the General Assembly and the Governor after |
| 9 | | adoption of the Annual Budget and Two-Year Financial Plan |
| 10 | | required by subsection (a). If the Authority fails to file a |
| 11 | | statement certifying publication of the data, then the |
| 12 | | appropriations to the Department of Transportation for grants |
| 13 | | to the Authority intended to reimburse the Service Boards for |
| 14 | | providing free and reduced fares shall be withheld. |
| 15 | | (b-5) For fiscal years 2024 and 2025, the Service Boards |
| 16 | | must publish a monthly".
