Amends the Illinois Health Facilities Planning Act. Creates the South Suburban Trauma Center Fund as a special fund in the State treasury. Provides for the deposit and use of moneys in the fund. Provides for duties of the Health Facilities and Services Review Board regarding a south suburban trauma center. Amends the Toll Highway Act. Provides for the use of specified toll revenue. Amends the State Finance Act to provide for the South Suburban Trauma Center Fund. Effective immediately.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Health Facilities Planning Act is amended by adding Section 20 as follows:

(20 ILCS 3960/20 new)

Sec. 20. South Suburban Trauma Center.

(a) There is created in the State treasury a special fund known as the South Suburban Trauma Center Fund. The Fund shall receive revenue under Section 40 of the Toll Highway Act together with moneys appropriated from the Trauma Center Fund. Of the revenue generated under Section 40 of the Toll Highway Act, 20% shall be deposited into the South Suburban Trauma Center Fund.

(b) The Board, in consultation with the Department of Public Health, shall do each of the following:

(1) Designate the location of a south suburban trauma center to be situated on the border between Calumet City and the Village of Dolton and constructed using the funds collected and deposited into the South Suburban Trauma Center Fund.

(2) Select the provider that shall operate and provide healthcare services to the trauma center and enter into an operational agreement with that provider that specifies the terms of how the trauma center is to be run and maintained.

(3) Determine the sources of revenue needed to maintain the trauma center.

Section 10. The State Finance Act is amended by adding Section 5.992 as follows:

Sec. 5.992. The South Suburban Trauma Center Fund.

Section 15. The Toll Highway Act is amended by adding Section 40 as follows:

(605 ILCS 10/40 new)

Sec. 40. Use of certain toll revenue.

(a) From July 1, 2023 through June 30, 2033, there shall be a $1 surcharge at the toll plaza known as Plaza 47.

(b) Of the revenue generated under subsection (a) of this Section, 20% shall be collected and deposited into the South Suburban Trauma Center Fund as provided under Section 20 of the Illinois Health Facilities Planning Act.

(c) This Section is repealed on January 1, 2034.

Section 99. Effective date. This Act takes effect upon becoming law.
