1    AN ACT concerning State government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  


 
 
4    Section 5. The State Fire Marshal Act is amended  by adding 
5Section 5 as follows:
 
6    (20 ILCS 2905/5 new)
7    Sec. 5. Youth Firesetter Interventionist Coordinator; 
8certified youth firesetter interventionists.
9    (a) The Office of the State Fire Marshal shall create the 
10position of Youth Firesetter Interventionist Coordinator 
11within the Division of Arson and shall employ a person to serve 
12in that position. An applicant to the position of Youth 
13Firesetter Interventionist Coordinator must be a certified 
14youth firesetter interventionist coordinator based on  the 
15standards set forth in Chapter 9 of the National Fire 
16Protection Association's "Standard on Fire and Life Safety 
17Education, Public Information Officer, Youth Firesetter 
18Intervention Specialist and Youth Firesetting Program Manager 
19Professional Qualifications" (NFPA 1035).
20    (b) The Youth Firesetter Interventionist Coordinator 
21employed by the Office shall be compensated at a rate that is 
22comparable to the rate of compensation for a  State arson 
23investigator and shall be provided benefits similar to those

1of a State arson investigator. The Youth Firesetter 
2Interventionist Coordinator shall also  be provided similar 
3means and resources as those supplied to a State arson 
4investigator. The Office shall not modify any current position 
5to meet these requirements. The position of the Youth 
6Firesetter Interventionist Coordinator shall be created and 
7filled anew, as set forth in this Section.
8    (c) The Youth Firesetter Interventionist Coordinator shall 
9have those responsibilities that are stipulated for a Youth 
10Firesetter Program Manager in Chapter 9 of NFPA 1035. In 
11addition to those requirements, the Youth Firesetter 
12Interventionist Coordinator shall have the following 
13responsibilities:
14        (1) The Youth Firesetter Interventionist Coordinator 
15    shall ensure that  a certified youth firesetter 
16    interventionist employed within the Office, or a volunteer 
17    certified youth firesetter interventionist, physically 
18    sees a child whose case was referred to the coordinator 
19    within 72 hours of the referral. If no certified youth 
20    firesetter interventionist is available, then the Youth 
21    Firesetter Interventionist Coordinator must take the case 
22    and ensure the child is seen within 72 hours. The 72-hour 
23    requirement begins and continues from the time the
Youth 
24    Firesetter Interventionist Coordinator is referred the 
25    case, including any weekend days or national and State 
26    holidays.

1        (2) The Youth Firesetter Interventionist Coordinator 
2    shall process Freedom of Information Act requests.
3        (3) The Youth Firesetter Interventionist Coordinator 
4    shall create a report, to be submitted to the General 
5    Assembly, that reports on the data collected in accordance 
6    with NFPA 1035. The report shall be semiannual for the 
7    first 2 years, and the first report shall be submitted to 
8    the General Assembly by December 30, 2023. After the first 
9    2 years of semiannual reporting, the report shall be 
10    submitted annually.
11    (d) A volunteer certified youth firesetter interventionist 
12may receive a $250 stipend for a case only if the volunteer 
13certified youth firesetter interventionist is not otherwise 
14compensated by another employer or entity for that case. A 
15volunteer certified youth firesetter interventionist shall 
16receive mileage reimbursement for any necessary travel.


 
17    Section 99. Effective date. This Act takes effect upon 
18becoming law.
