4 | | (b) The Youth Firesetter Interventionist Coordinator |
5 | | employed by the Office shall be compensated at a rate that is |
6 | | comparable to the rate of compensation for a State arson |
7 | | investigator and shall be provided benefits similar to those |
8 | | of a State arson investigator. The Youth Firesetter |
9 | | Interventionist Coordinator shall also be provided similar |
10 | | means and resources as those supplied to a State arson |
11 | | investigator. The Office shall not modify any current position |
12 | | to meet these requirements. The position of the Youth |
13 | | Firesetter Interventionist Coordinator shall be created and |
14 | | filled anew, as set forth in this Section. |
15 | | (c) The Youth Firesetter Interventionist Coordinator shall |
16 | | have those responsibilities that are stipulated for a Youth |
17 | | Firesetter Program Manager in Chapter 9 of NFPA 1035. In |
18 | | addition to those requirements, the Youth Firesetter |
19 | | Interventionist Coordinator shall have the following |
20 | | responsibilities: |
21 | | (1) The Youth Firesetter Interventionist Coordinator |
22 | | shall ensure that a certified youth firesetter |
23 | | interventionist employed within the Office, or a volunteer |
24 | | certified youth firesetter interventionist, physically |
25 | | sees a child whose case was referred to the coordinator |
26 | | within 72 hours of the referral. If no certified youth |

1 | | firesetter interventionist is available, then the Youth |
2 | | Firesetter Interventionist Coordinator must take the case |
3 | | and ensure the child is seen within 72 hours. The 72-hour |
4 | | requirement begins and continues from the time the
Youth |
5 | | Firesetter Interventionist Coordinator is referred the |
6 | | case, including any weekend days or national and State |
7 | | holidays. |
8 | | (2) The Youth Firesetter Interventionist Coordinator |
9 | | shall process Freedom of Information Act requests. |
10 | | (3) The Youth Firesetter Interventionist Coordinator |
11 | | shall create a report, to be submitted to the General |
12 | | Assembly, that reports on the data collected in accordance |
13 | | with NFPA 1035. The report shall be semiannual for the |
14 | | first 2 years, and the first report shall be submitted to |
15 | | the General Assembly by December 30, 2023. After the first |
16 | | 2 years of semiannual reporting, the report shall be |
17 | | submitted annually. |
18 | | (d) A volunteer certified youth firesetter interventionist |
19 | | may receive a $250 stipend for a case only if the volunteer |
20 | | certified youth firesetter interventionist is not otherwise |
21 | | compensated by another employer or entity for that case. A |
22 | | volunteer certified youth firesetter interventionist shall |
23 | | receive mileage reimbursement for any necessary travel.

24 | | Section 99. Effective date. This Act takes effect upon |
25 | | becoming law.".
