| 4 | | "Section 5. The Liquor Control Act of 1934 is amended by |
| 5 | | adding Section 4-8 as follows:

| 7 | | Sec. 4-8. Retail license; noncitizen status. |
| 8 | | Notwithstanding any provision to the contrary, the State |
| 9 | | Commission or local liquor commissioner may not refuse to |
| 10 | | issue a retail license based on an applicant's noncitizen |
| 11 | | status if the applicant otherwise meets the qualifications for |
| 12 | | licensure. This Section is a denial and limitation of home |
| 13 | | rule powers and functions under subsection (h) of Section 6 of |
| 14 | | Article VII of the Illinois Constitution.".
