| 1 | | under the Illinois Mental Health First Aid Training Act and |
| 2 | | administered by certified instructors trained by a national |
| 3 | | association recognized as an authority in behavioral health, |
| 4 | | to provide the training and meet the requirements under this |
| 5 | | subsection. If licensed school personnel or an administrator |
| 6 | | obtains mental health first aid training outside of an |
| 7 | | in-service training program, he or she may present a |
| 8 | | certificate of successful completion of the training to the |
| 9 | | school district to satisfy the requirements of this |
| 10 | | subsection.

| 11 | | Training regarding the implementation of trauma-informed |
| 12 | | practices satisfies the requirements
of this subsection (b). |
| 13 | | A course of instruction as described in this subsection |
| 14 | | (b) may provide information that is relevant to
and within the |
| 15 | | scope of the duties of licensed school personnel or school |
| 16 | | administrators. Such information may include,
but is not |
| 17 | | limited to: |
| 18 | | (1) the recognition of and care for trauma in students |
| 19 | | and staff; |
| 20 | | (2) the relationship between educator wellness and |
| 21 | | student learning; |
| 22 | | (3) the effect of trauma on student behavior and |
| 23 | | learning; |
| 24 | | (4) the prevalence of trauma among students, including |
| 25 | | the prevalence of trauma among student
populations at |
| 26 | | higher risk of experiencing trauma; |

| 1 | | (5) the effects of implicit or explicit bias on |
| 2 | | recognizing trauma among various student groups in |
| 3 | | connection with race, ethnicity, gender identity, sexual |
| 4 | | orientation, socio-economic status, and other relevant |
| 5 | | factors; and |
| 6 | | (6) effective district practices that are shown to: |
| 7 | | (A) prevent and mitigate the negative effect of |
| 8 | | trauma on student behavior and learning; and |
| 9 | | (B) support the emotional wellness of staff. |
| 10 | | (c) School counselors, nurses, teachers and other school |
| 11 | | personnel
who work with pupils may be trained to have a basic |
| 12 | | knowledge of matters
relating to acquired immunodeficiency |
| 13 | | syndrome (AIDS), including the nature
of the disease, its |
| 14 | | causes and effects, the means of detecting it and
preventing |
| 15 | | its transmission, and the availability of appropriate sources |
| 16 | | of
counseling and referral, and any other information that may |
| 17 | | be appropriate
considering the age and grade level of such |
| 18 | | pupils. The School Board shall
supervise such training. The |
| 19 | | State Board of Education and the Department
of Public Health |
| 20 | | shall jointly develop standards for such training.

| 21 | | (d) In this subsection (d): |
| 22 | | "Domestic violence" means abuse by a family or household |
| 23 | | member, as "abuse" and "family or household members" are |
| 24 | | defined in Section 103 of the Illinois Domestic Violence Act |
| 25 | | of 1986. |
| 26 | | "Sexual violence" means sexual assault, abuse, or stalking |

| 1 | | of an adult or minor child proscribed in the Criminal Code of |
| 2 | | 1961 or the Criminal Code of 2012 in Sections 11-1.20, |
| 3 | | 11-1.30, 11-1.40, 11-1.50, 11-1.60, 12-7.3, 12-7.4, 12-7.5, |
| 4 | | 12-12, 12-13, 12-14, 12-14.1, 12-15, and 12-16, including |
| 5 | | sexual violence committed by perpetrators who are strangers to |
| 6 | | the victim and sexual violence committed by perpetrators who |
| 7 | | are known or related by blood or marriage to the victim. |
| 8 | | At least once every 2 years, an in-service training |
| 9 | | program for school personnel who work with pupils, including, |
| 10 | | but not limited to, school and school district administrators, |
| 11 | | teachers, school social workers, school counselors, school |
| 12 | | psychologists, and school nurses, must be conducted by persons |
| 13 | | with expertise in domestic and sexual violence and the needs |
| 14 | | of expectant and parenting youth and shall include training |
| 15 | | concerning (i) communicating with and listening to youth |
| 16 | | victims of domestic or sexual violence and expectant and |
| 17 | | parenting youth, (ii) connecting youth victims of domestic or |
| 18 | | sexual violence and expectant and parenting youth to |
| 19 | | appropriate in-school services and other agencies, programs, |
| 20 | | and services as needed, and (iii) implementing the school |
| 21 | | district's policies, procedures, and protocols with regard to |
| 22 | | such youth, including confidentiality. At a minimum, school |
| 23 | | personnel must be trained to understand, provide information |
| 24 | | and referrals, and address issues pertaining to youth who are |
| 25 | | parents, expectant parents, or victims of domestic or sexual |
| 26 | | violence.

| 1 | | (e) At least every 2 years, an in-service training program |
| 2 | | for school personnel who work with pupils must be conducted by |
| 3 | | persons with expertise in anaphylactic reactions and |
| 4 | | management.
|
| 5 | | (f) At least once every 2 years, a school board shall |
| 6 | | conduct in-service training on educator ethics, |
| 7 | | teacher-student conduct, and school employee-student conduct |
| 8 | | for all personnel. |
| 9 | | (g) At least once every 2 years, a school board shall |
| 10 | | conduct in-service training on homelessness for all school |
| 11 | | personnel. The training shall include: |
| 12 | | (1) the definition of homeless children and youth |
| 13 | | under Section 11434a of Title 42 of the United States |
| 14 | | Code; |
| 15 | | (2) the signs of homelessness and housing insecurity; |
| 16 | | (3) the rights of students experiencing homelessness |
| 17 | | under State and federal law; |
| 18 | | (4) the steps to take when a homeless or |
| 19 | | housing-insecure student is identified; and |
| 20 | | (5) the appropriate referral techniques, including the |
| 21 | | name and contact number of the school or school district |
| 22 | | homeless liaison. |
| 23 | | A school board may work with a community-based |
| 24 | | organization that specializes in working with homeless |
| 25 | | children and youth to develop and provide the training. |
