SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Provides that a retired member of the General Assembly or the Illinois Congressional delegation who has a disability may request 2 identical sets of specialized plates which displays the International Symbol of Access.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-606.1 and 3-610.1 as follows:
 
6    (625 ILCS 5/3-606.1)  (from Ch. 95 1/2, par. 3-606.1)
7    Sec. 3-606.1. Retired members of the General Assembly.
8Upon receipt of a request from a retired member of the General
9Assembly, accompanied by the appropriate application and fee,
10the Secretary of State shall issue to such retired member
11plates bearing appropriate wording or abbreviations indicating
12that the holder is a retired member of the General Assembly.
13Such plates may be issued for a 2 year period beginning January
141st of each odd-numbered year and ending December 31st of the
15subsequent even-numbered year. Upon the death of a retired
16member who has been issued a retired member of the General
17Assembly plate, that member's surviving spouse shall be
18entitled to retain the plate so long as the surviving spouse is
19a resident of Illinois and transfers the registration to his
20or her name within 90 days of the death of the retired member.
21    Except as otherwise provided, a retired member of the
22General Assembly who has a disability as defined under Section
231-159.1 may request 2 identical sets of specialized plates

1which displays the International Symbol of Access and shall be
2subject to the provisions within Section 3-616.
3    "Retired member" means any individual who (a) has served
4as a member of the General Assembly for a minimum of 6 years,
5or (b) is 62 or older, has served as a member of the General
6Assembly for a minimum of 4 years, and retired prior to the
7convening of the 83rd General Assembly.
8    The fees and procedures relating to such plates for
9retired members of the General Assembly shall be the same as
10the fees and procedures applicable to personalized plates
11issued under this Code.

13    (625 ILCS 5/3-610.1)
14    Sec. 3-610.1. Retired members of the Illinois
15congressional delegation. Upon receipt of a request from a
16retired member of the Illinois congressional delegation,
17accompanied by the appropriate application and fee, the
18Secretary of State shall issue to the retired member special
19registration plates bearing appropriate wording or
20abbreviations indicating that the holder is a retired member
21of the Illinois congressional delegation. The plates may be
22issued for a 2 year period beginning January 1st of each
23odd-numbered year and ending December 31st of the subsequent
24even-numbered year.
25    An applicant shall be charged a $15 fee for original

1issuance in addition to the applicable registration fee. This
2additional fee shall be deposited into the Secretary of State
3Special License Plate Fund. For each registration renewal
4period, a $2 fee, in addition to the appropriate registration
5fee, shall be charged and shall be deposited into the Retired
6Members of the Illinois Congressional Delegation Fund.
7    Except as otherwise provided, a retired member of the
8Illinois Congressional delegation who has a disability as
9defined under Section 1-159.1 may request 2 identical sets of
10specialized plates which displays the International Symbol of
11Access and shall be subject to the provisions within Section
123-616.
13    "Retired member of the Illinois congressional delegation"
14means any individual who has served as a member of the U.S.
15Senate or U.S. House of Representatives representing the State
16of Illinois. The term does not include an individual who is
17serving in the U.S. Senate or U.S. House of Representatives.
