3 | | by replacing everything after the enacting clause with the |
4 | | following:

5 | | "Section 1. Short title. This Act may be cited as the |
6 | | Alternative Protein Innovation Task Force Act. |
7 | | Section 5. Definitions. As used in this Act: |
8 | | "Alternative proteins" means proteins created from |
9 | | plant-based, fermented, cell-cultured inputs and processes to |
10 | | create foods that share sensory characteristics with |
11 | | conventional meat and dairy. |
12 | | "Cultivated meat" means meat that is produced in a |
13 | | bioreactor from animal cells using a cell cultivation process. |
14 | | "Fermented protein" means a protein that is made from |
15 | | traditional fermentation, biomass fermentation, or precision |
16 | | fermentation. |

1 | | "Plant-based protein" means a protein that is produced |
2 | | directly from a plant. |
3 | | Section 10. Alternative Protein Innovation Task Force. The |
4 | | Alternative Protein Innovation Task Force is established for |
5 | | the purposes of investigating and studying alternative |
6 | | proteins to identify and evaluate possible opportunities that |
7 | | the protein innovation and the alternative protein industry |
8 | | offer in the State. The Task Force shall study and draft a |
9 | | report on how the State may best support the growing |
10 | | alternative protein industry in the State. The Task Force |
11 | | shall: (i) examine the potential economic development benefits |
12 | | and job creation potential of the plant-based protein, |
13 | | cultivated meat, and fermented protein industries in the |
14 | | State; (ii) identify the environmental impacts of alternative |
15 | | proteins and their supply chains; (iii) examine if alternative |
16 | | proteins can strengthen the State's food resilience; (iv) |
17 | | assess how alternative proteins may affect individual health, |
18 | | public health, and food security in the State; and (v) |
19 | | identify ways the State may foster the growth of the emerging |
20 | | alternative protein industry, including by reviewing past and |
21 | | present efforts made to support the broader biotech and life |
22 | | science industries. |
23 | | Section 15. Membership; appointments; meeting. |
24 | | (a) The Alternative Protein Innovation Task Force shall |

1 | | consist of the following members: |
2 | | (1) one member of the Senate, who shall be appointed |
3 | | by the President of the Senate and shall serve as co-chair |
4 | | of the Task Force; |
5 | | (2) one member of the Senate, who shall be appointed |
6 | | by the Minority Leader of the Senate; |
7 | | (3) one member of the House of Representatives, who |
8 | | shall be appointed by the Speaker of the House of |
9 | | Representatives and shall serve as co-chair of the Task |
10 | | Force; |
11 | | (4) one member of the House of Representatives, who |
12 | | shall be appointed by the Minority Leader of the House of |
13 | | Representatives; |
14 | | (5) the Secretary of Commerce and Economic Opportunity |
15 | | or the Secretary's designee; |
16 | | (6) the Director of Agriculture or the Director's |
17 | | designee; |
18 | | (7) 5 members who are appointed by the Director of |
19 | | Agriculture. Of the members appointed by the Director of |
20 | | Agriculture, 3 members shall be commercial producers of |
21 | | agricultural commodities, of which one member shall be |
22 | | from the largest statewide agricultural association; and 2 |
23 | | members shall be representatives from the University of |
24 | | Illinois College of Agricultural, Consumer and |
25 | | Environmental Sciences engaged in nutritional research; |

1 | | (8) 6 members who are appointed by the Governor. Of |
2 | | the members appointed by the Governor, 2 members shall be |
3 | | engaged in academic or scientific research on alternative |
4 | | protein development at a State college or university; one |
5 | | member shall be a representative of a nonprofit |
6 | | organization dedicated to the development and |
7 | | accessibility of alternative proteins; one member shall be |
8 | | a representative of the State's agricultural biotechnology |
9 | | industry; one member shall be the president of the |
10 | | Illinois Biotechnology Industry Organization or the |
11 | | organization's designee; and one member shall be a |
12 | | representative from a multinational food processing and |
13 | | manufacturing corporation headquartered in this State. |
14 | | (b) Members of the Task Force shall not receive |
15 | | compensation for their services to the Task Force. |
16 | | (c) All appointments shall be made not later than 30 days |
17 | | after the effective date of this Act. |
18 | | (d) The co-chairs of the Task Force shall schedule no |
19 | | fewer than 4 meetings of the Task Force, including not less |
20 | | than one public hearing. The co-chairs shall convene the first |
21 | | meeting of the Task Force within 60 days after the effective |
22 | | date of this Act. |
23 | | Section 20. Report. The Task Force shall submit a report |
24 | | of its findings and recommendations to the General Assembly no |
25 | | later than December 31, 2023.
