AMENDMENT TO HOUSE BILL 3710

2    AMENDMENT NO. ______. Amend House Bill 3710, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 1. Short title. This Act may be cited as the
6Alternative Protein Innovation Task Force Act.
 
7    Section 5. Definitions. As used in this Act:
8    "Alternative proteins" means proteins created from
9plant-based, fermented, cell-cultured inputs and processes to
10create foods that share sensory characteristics with
11conventional meat and dairy.
12    "Cultivated meat" means meat that is produced in a
13bioreactor from animal cells using a cell cultivation process.
14    "Fermented protein" means a protein that is made from
15traditional fermentation, biomass fermentation, or precision
16fermentation.

1    "Plant-based protein" means a protein that is produced
2directly from a plant.
 
3    Section 10. Alternative Protein Innovation Task Force. The
4Alternative Protein Innovation Task Force is established for
5the purposes of investigating and studying alternative
6proteins to identify and evaluate possible opportunities that
7the protein innovation and the alternative protein industry
8offer in the State. The Task Force shall study and draft a
9report on how the State may best support the growing
10alternative protein industry in the State. The Task Force
11shall: (i) examine the potential economic development benefits
12and job creation potential of the plant-based protein,
13cultivated meat, and fermented protein industries in the
14State; (ii) identify the environmental impacts of alternative
15proteins and their supply chains; (iii) examine if alternative
16proteins can strengthen the State's food resilience; (iv)
17assess how alternative proteins may affect individual health,
18public health, and food security in the State; and (v)
19identify ways the State may foster the growth of the emerging
20alternative protein industry, including by reviewing past and
21present efforts made to support the broader biotech and life
22science industries.
 
23    Section 15. Membership; appointments; meeting.
24    (a) The Alternative Protein Innovation Task Force shall

1consist of the following members:
2        (1) one member of the Senate, who shall be appointed
3    by the President of the Senate and shall serve as co-chair
4    of the Task Force;
5        (2) one member of the Senate, who shall be appointed
6    by the Minority Leader of the Senate;
7        (3) one member of the House of Representatives, who
8    shall be appointed by the Speaker of the House of
9    Representatives and shall serve as co-chair of the Task
10    Force;
11        (4) one member of the House of Representatives, who
12    shall be appointed by the Minority Leader of the House of
13    Representatives;
14        (5) the Secretary of Commerce and Economic Opportunity
15    or the Secretary's designee;
16        (6) the Director of Agriculture or the Director's
17    designee;
18        (7) 5 members who are appointed by the Director of
19    Agriculture. Of the members appointed by the Director of
20    Agriculture, 3 members shall be commercial producers of
21    agricultural commodities, of which one member shall be
22    from the largest statewide agricultural association; and 2
23    members shall be representatives from the University of
24    Illinois College of Agricultural, Consumer and
25    Environmental Sciences engaged in nutritional research;

1        (8) 6 members who are appointed by the Governor. Of
2    the members appointed by the Governor, 2 members shall be
3    engaged in academic or scientific research on alternative
4    protein development at a State college or university; one
5    member shall be a representative of a nonprofit
6    organization dedicated to the development and
7    accessibility of alternative proteins; one member shall be
8    a representative of the State's agricultural biotechnology
9    industry; one member shall be the president of the
10    Illinois Biotechnology Industry Organization or the
11    organization's designee; and one member shall be a
12    representative from a multinational food processing and
13    manufacturing corporation headquartered in this State.
14    (b) Members of the Task Force shall not receive
15compensation for their services to the Task Force.
16    (c) All appointments shall be made not later than 30 days
17after the effective date of this Act.
18    (d) The co-chairs of the Task Force shall schedule no
19fewer than 4 meetings of the Task Force, including not less
20than one public hearing. The co-chairs shall convene the first
21meeting of the Task Force within 60 days after the effective
22date of this Act.
 
23    Section 20. Report. The Task Force shall submit a report
24of its findings and recommendations to the General Assembly no
25later than December 31, 2023.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.".
